7.1-1.-I <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From City Manager <br /> <br /> August 5, 2002 <br /> <br /> Subject <br /> 2002-2003 Traffic Signal Loop Service <br /> <br /> Recommendation <br /> By Motion, accept the bid and authorize the City Manager to execute the agreement with <br /> Republic Electric Company, of Novato, CA, for the 2002-2003 Traffic Signal Loop Service <br /> in the amount of $18,430.00. <br /> <br /> Background <br /> The City annually solicits bids for the repair of traffic signal loops to have a contractor <br /> available for quick response to necessary repairs. Three bid packages were sent out <br /> to three contractors who have performed the work previously, and one bid was <br /> received. Staff believes there was only one bid response due to the workload of the other <br /> vendors at the time of the bid offering. The other companies were either too busy to place <br /> a bid at this time or were unwilling to perform the work based on the previous year's prices. <br /> <br />- The Iow bid from Republic Electric is 1.03% below the staff estimate. The bid results are: <br /> <br /> VENDOR AMOUNT <br /> Republic Electric, Novato, CA $18,430.00 <br /> S.G .Barber, Inc., Belmont, CA No bid <br /> St. Francis Electric, Hayward, CA No bid <br /> Staff estimate $19,000.00 <br /> <br /> Republic Electric has been the Iow bidder for the past three annual contracts and has <br /> performed the work to staff's satisfaction in quality and response. The bid package <br /> contains an estimate of the different types and quantity options of the traffic signal loops <br /> that the City anticipates to install and replace during a typical year. Traffic signal Iccp <br /> replacement may vary from a single Iccp to several loops of three different types as <br /> needed throughout the life of the contract. <br /> <br /> Prompt replacement of traffic signal loops is important to the smooth flow and cycling of <br /> traffic and minimizes the waiting of vehicles at traffic signals during non-peak hours. <br /> Proper traffic signal Iccp operation reduces complaints and frustrations of drivers who <br /> would otherwise have to wait at traffic signals when cross traffic is not present. <br /> <br /> Alternatives <br /> There are two alternatives staff considered: <br /> (1) Re-bid the contract. Re-bidding the contract most likely will not produce a better <br /> price for the City. Re-bidding the contract could cause delays in the work as staff <br /> performs the bid process and awaits Council approval. Staff believes the Republic <br /> <br /> <br />
