-71-NI
REPORT
To the Honorable Mayor and City Council
From the City Manager

August 5, 2002

Subject
2002-2003 Emergency Electrical Repairs Service

Recommendation
By Motion, accept the bid and authorize the City Manager to execute the agreement for the
2002-2003 Emergency Electrical Repairs Service to Republic Electric, Novato, CA, in the
amount of $21,245.00.

Background
The Emergency Electrical Repair Service provides traffic control signal and street light
maintenance during after-hours emergencies when City crews are not available. Other
provisions for this service include repair of pole knock downs, and cabinet and pole
foundation repairs.

On March 13, 2002, staff sent out bids to three contractors and advertised the bid. On
May 22, 2002, one bid was received and opened in the City Clerk's Office:

VENDOR AMOUNT
Republic Electric, Novato, CA $21,245.00
S. G. Barber, Inc., Belmont, CA No bid
St. Francis Electric, Hayward, CA No bid
Engineer's Estimate: $22,500.00

Republic Electric's bid is 6% below the Engineer's Estimate. Republic Electric has worked
for Redwood City in the past and has been very responsive and reliable. Staff is confident
they will perform the contract in a satisfactory manner.

Staff believes there was only one bid response due to the workload of the other vendors at
the time of the bid offering. The other companies were either too busy to place a bid at
this time or were unwilling to perform the work based on the previous year's prices.

Alternatives
There are no real alternatives to this service. This is very safe:: sensitive work that must
be completed in a timely manner. This sewice supplements the City's maintenance crews.
Staff cannot justify the addition of crews and scheduling to perform the work covered under
this service compared to the cost of the service.

Public Works Services managers could assign stand-by staffing to be available on-call to
cover some of this work, however, the repairs and replacement of damaged facilities would
still have to be performed in addition to our scheduled system maintenance work.
