acquisition of the site and demolition of the building was intended to eliminate blight and <br />facilitate positive change to the neighborhood by developing new affordable housing on <br />the site. This property is in the Stambaugh-Heller neighborhood, a historic <br />neighborhood that includes many homes from the early 20th century. <br />Due to the elimination of California Redevelopment Agencies, the parcel was <br />transferred from the RDA to the City in 2011. Because the property was acquired with <br />RDA Low Moderate Housing Set Aside funds, below market rate housing must be <br />developed on the site. <br />ANALYSIS <br /> <br />Draft Request for Proposals <br />Staff has prepared the attached Draft Request for Proposals, Heller Street Affordable <br />Housing (Attachment 1). The RFP was developed in the standard format for RFP and <br />includes the following key sections: <br /> <br />• Goals and Objectives <br />• Mandatory Requirements <br />• Request for Proposals Details <br />• Evaluation Criteria <br />• Schedule <br /> <br />Goals and Objectives Proposed in RFP: <br /> <br />Creation of Affordable Housing - The City’s primary goal in developing the Site is create <br />a well-designed, single-family residential home affordable to a moderate-income buyer. <br />It would be deed restricted to ensure it remained affordable housing. The City has <br />identified several objectives in undertaking the Project and it is essential that these <br />objectives be met. The new single family home shall be sold to a Moderate income First <br />Time Homebuyer that may include a qualified household that will “move closer” to work. <br />High-Quality Development - The Project must include high quality design, materials, and <br />construction. Its architectural character must meet community expectations by engaging <br />the community both physically and aesthetically. The character must also be compatible <br />with the surrounding historic neighborhood. Finally, the project must be consistent with <br />the Zoning Ordinance and comply with the defined standards of architecture, materials, <br />and construction, as provided in Article 45 (Architectural Permits) of the Zoning <br />Ordinance. <br />6.1.A. - Page 2
