<br /> <br />City of Redwood City Page 16 <br />Sewer System Management Plan, March 2018 Element II <br />ensure that residents and businesses conform to City ordinances in the performance of <br />day-to-day operations and maintenance practices. <br />• Staff Engineers and Engineering Inspectors – The role of the Staff Engineers and <br />Engineering Inspectors is to implement engineering design and construction standards <br />in the City’s public works projects, provide support for the capital improvement <br />program through preparation of the City’s Sanitary Sewer Master Plan, and perform <br />construction inspections to ensure proper installation and operation of the sanitary <br />sewer system components. <br />• Utilities Field Supervisor (LRO) – The Wastewater Division contains two sections: <br />Sanitary Sewer Maintenance and Storm Drains Maintenance. The role of the Utilities <br />Field Supervisor is to oversee field operations and maintenance activities for both <br />sections, SSO response and resolution, and to report SSOs electronically to the <br />Regional Water Board or the CIWQS system. <br />• Utilities Specialist – Sanitary Sewer Maintenance Section - The Utilities Specialist <br />for the Sanitary Sewer Maintenance Section is a senior resource in the Sanitary Sewer <br />Maintenance Section and may be delegated duties to support the Utilities Field <br />Supervisor with directing sewer overflow response activities and finalizing <br />documentation and reporting from the field crews. <br />• Utilities Specialist – Storm Drains Maintenance Section - The Utilities Specialist for <br />the Storm Drains Maintenance Section is a senior resource in the Storm Drains <br />Maintenance Section and is responsible for sample collection, additional <br />investigation, and possible cleanup of an SSO if creeks/channels, or lagoons are <br />impacted. <br />• Field Crew(s) – The role of the field crew is to perform collection system preventive <br />maintenance, repair, and emergency response, including responses to stoppages and <br />SSOs. Maintenance workers for all three sections within the Wastewater Services <br />Division (Sanitary Sewer Maintenance, Storm Drains Maintenance and Street <br />Cleaning), are crossed-trained to perform the necessary division maintenance <br />functions, including SSO response. <br />• Management Analyst I/II (DS) - Provides responsible professional, administrative and <br />technical assistance in the development, administration and implementation of City <br />programs; to provide highly responsible analytical staff assistance including to <br />conduct specific and comprehensive analyses of a wide range of municipal policies <br />involving organization, procedures, finance, and services; to manage various projects; <br />and to assist in office management functions. If properly designated, has authority to <br />submit data and information into the State of California CIWQS system prior to <br />certification by the City designated LRO. <br />• SVCW – Silicon Valley Clean Water (SCVW) is a regional wastewater treatment <br />agency that treats the City’s wastewater before discharging the clean water into San <br />Francisco Bay. SVCW is a Joint Powers Authority (JPA) comprised of the cities of <br />Belmont, Redwood City, and San Carlos, and West Bay Sanitary District. <br />• SVCW Source Control Inspectors – The City has implemented a program in which <br />the SVCW Source Control Unit conducts inspections of grease traps and grease <br />interceptors at commercial establishments in the City. The focus is on food service <br />establishments. See Section 7.6 – Hot Spot Management. <br />6.2.A. - Page 24
