<br /> <br />City of Redwood City Page 20 <br />Sewer System Management Plan, March 2018 Element II <br />Table II-2 : Chain of Communication for Reporting and Responding to SSOs <br />Step <br />No. Staff Responsible Description of Activity <br />7 Sewer Service On-Call <br />Worker Responder <br />Response to Impacted Water Bodies: If the SSO reaches or is <br />likely to reach surface waters, the Sewer Service On-Call Worker <br />will contact the Utilities Field Supervisor and alert of the <br />discharge into surface waters. <br />8 Utilities Field Supervisor <br />Notification and Coordination: If the SSO reaches or is likely to <br />reach a storm drain or surface waters, the Utilities Field <br />Supervisor contacts California Governor’s Office of Emergency <br />Services (Cal OES) and San Mateo County Environmental <br />Health and communicates any further direction to the field crew. <br />If creeks/channels or lagoons are impacted, the Utilities Field <br />Supervisor contacts the Storm Drain Maintenance <br />Section Utilities Specialist for sample collection, additional <br />investigation and possible clean-up. <br />9 Field Crew SSO On-Call <br />Responder <br />Additional Resources Required: If additional resources are <br />required to contain/recover the SSO, the on-call responder <br />contacts the Utilities Field Supervisor to request additional <br />assistance. <br />10 Utilities Field Supervisor <br />Additional Resources Required: If needed, the Utilities Field <br />Supervisor obtains necessary resources from other local <br />agencies and/or private service companies. <br />11 Field Crew SSO On-Call <br />Responder <br />Documentation – On-Call Responder: The on-call responder <br />completes the Sanitary Sewer Overflow Report, City <br />Maintenance Report and follows the actions detailed in the <br />“Guide to Reporting to Regulatory Authorities” (included in the <br />Response Plan). <br />12 Utilities Field Supervisor <br />Documentation – Utilities Field Supervisor: The Utilities Field <br />Supervisor ensures that appropriate SSOs are reported within <br />two hours to Cal OES and the San Mateo County Environmental <br />Health Services Department2. The Utilities Field Supervisor also <br />ensures that all necessary reporting has been completed per the <br />Response Plan’s “Guide to Reporting to Regulatory Authorities”, <br />including reports to the California Integrated Water Quality <br />System (CIWQS) at http://ciwqs.waterboards.ca.gov as required <br />by the SWB. <br />13 Public Works <br />Superintendent <br />Documentation – Public Works Superintendent: The Public <br />Works Superintendent verifies that all reporting has been <br />completed per City policy and regulatory requirement. Necessary <br />corrective actions are taken if reporting requirements have not <br />been precisely followed. <br /> <br />2 Regional Water Board staff provided notification via email on June 2, 2011 that indicated that the City was no <br />longer required to report Category 1 SSOs within 2 hours directly to the Regional Water Board, as these reports are <br />automatically forwarded from Cal OES. The Regional Water Board’s SSO electronic reporting system was <br />terminated as of July 1, 2011. The City recognizes that this direction is not consistent with existing SSS WDR <br />requirements, and is awaiting further clarification from regulators. <br />6.2.A. - Page 28
