<br />3 <br /> <br />INTRODUCTION <br />The City of Redwood City (“City”) is pleased to announce the development opportunity at 611 Heller Street (Site) in <br />the Stambaugh-Heller neighborhood of Redwood City, bordering downtown. The Site is approximately 5,000 square <br />feet or 0.11 acres, suitable for the development of a single family home and an accessory dwelling unit based upon <br />current zoning regulations. The City is seeking proposals for the development of affordable ownership housing on <br />the Site. Development teams experienced in high quality, affordable housing development are invited to submit <br />their proposals for the project (“Project”). <br />Project proposals must include the design, development, financing, construction, and proposed sales price of the <br />affordable housing. The Project must conform to the current City General Plan, zoning and development standards <br />available to view on the City’s website. The design must also be compatible with the surrounding historic <br />Stambaugh-Heller neighborhood. The Project must include high quality design, materials, and construction and the <br />sales price must be affordable to households of moderate income as defined in the San Mateo County schedule of <br />Area Median Income for 2017. Applicants are encouraged to consult with the Redwood City Planning and Housing <br />Division with questions relating to the development standards or Housing staff regarding the affordability <br />requirements. <br />The City reserves the right to use its Charter powers to effectuate the conveyance of the publicly-owned property <br />identified in this Request for Proposal (RFP). A map showing the parcel configuration is attached in Appendix A of <br />this RFP. <br />The City anticipates that the RFP process will take several months, after which time staff will recommend to the City <br />Council one entity for negotiation of the appropriate development agreement. The City’s Housing and Human <br />Concerns Committee will also provide input prior to Council review. While the dates and schedule stated in this RFP <br />represents the City’s preferred timetable, it shall not be considered binding upon the City. In addition, the <br />submission of a proposal in response to this RFP shall not be binding upon the City nor construed as a contract with <br />or commitment by the City. <br />BACKGROUND <br />The site at 611 Heller Street was acquired in December 2007 with former Redwood City Redevelopment Agency <br />(RDA) Low-Moderate Housing Set Aside (LMH) funds for approximately $711,000. The former RDA acquired the site <br />after the Redwood City Police Department and Code Enforcement found the existing property to be a long term, <br />chronic nuisance hazard which endangered the life and safety of the public and the property owner defaulted on <br />their loan and the bank foreclosed on the loan. The existing single family dwelling on the site had undergone <br />extensive remodeling without permits, was in substandard condition and structurally unsafe. The City demolished <br />the building, placed fencing around the site and initiated preliminary environmental reviews. <br />In March 2008 the City completed the demolition of an existing single family residential unit on the site. The City <br />completed a Phase I Environmental Site Assessment (ESA) in December 2007 and a Phase II ESA concurrently with a <br />geotechnical exploration of the property in early 2009.
