<br />5 <br /> <br />This request seeks proposals to create a long term community benefit through the development of an affordable, <br />resale-restricted home for ownership. The successful proposal will be for the development of high-quality, <br />ownership housing with resale-restrictions that maintain affordability for the longest term practicable, and at a <br />minimum for 30 years. The home should be affordable for and sold to a homebuyer with Moderate income <br />between 81% and 120% of the area median family income for San Mateo County, as amended from time to time by <br />the City of Redwood City. <br />Labor and Contract Requirements (Prevailing Wage) <br />The Site was acquired with former Redwood City Redevelopment Agency Low Mod Set Aside funds and is therefore <br />subject to prevailing wage requirements that will be monitored and enforced by the City for the duration of the <br />project development. The prime contractor is responsible for compliance of all subcontractors, including lower tier <br />subcontractors, with prevailing wage provisions. The City requires the contractor and all subcontractors to file labor <br />compliance documents with supporting documentation, including certified payrolls. The Prevailing Wage <br />requirements are located on the State of California’s website at <br />http://www.dir.ca.gov/OPRL/statistics_and_databases.html <br />Non-Discrimination in Contracts <br />The City requires non-discrimination clauses in its contracts. This development, the subject of this RFP, is subject to <br />the non-discrimination requirements of the California Health and Safety Code Section 33436, et seq. This provision <br />requires that nondiscrimination and non-segregation clauses shall be included in all deeds, leases, and contracts <br />relating to the subject development or property transactions. <br />SITE INFORMATION <br />Site Description <br />The site consists of one 5,000 square foot vacant parcel with approximate dimension of 50-feet by 100-feet in the <br />Stambaugh-Heller neighborhood near downtown Redwood City. The property is zoned R-4 (Multi Family Medium <br />Density). The zoning designation allows for the development of a single family dwelling on the property (refer to <br />Article 9 of the Redwood City Zoning Ordinance). The parcel conforms to the R-4 lot area and lot width <br />requirements for development of a single-family dwelling. Additional information on the site can be accessed on <br />the City’s GIS at http://webgis.redwoodcity.org/community/ <br />The site is located in a residential area on the north side or Heller Street between Chestnut and Cedar Streets.
