RESPONSIBILITY <br /> <br />The City shall designate responsibility for all WQMP roles to appropriate classifications in the City to <br />assure conformance of all activities for the monitoring of SSOs greater than 50,000 gallons reaching <br />surface waters (Category 1 SSO), to reduce potential liability, protect public health, and to assure those <br />responsible for this Plan are trained in their roles and responsibilities for the performance of proper <br />protocols. It is further recognized that the proper application of this Plan will assure that all monitoring <br />can withstand regulatory or legal scrutiny of the State, Regional Board, or from the actions of a citizen <br />lawsuit.
