REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />March 26, 2018 <br /> <br />SUBJECT <br />Annual Housing Progress Report for 2017 <br /> <br />RECOMMENDATION <br />Move to accept the Housing Progress Report and submit to the State in compliance with <br />Government Code Section 65400 (Administration of General Plan) <br /> <br />BACKGROUND <br />In 2014, Redwood City adopted the 2015-2023 Housing Element, which describes the <br />Regional Housing Needs Allocation (RHNA) assigned to the City and identifies a variety <br />of programs and policies to meet that need. <br /> <br />State law requires that cities submit an Annual Progress Report to show annual efforts <br />towards meeting the RHNA, as well as work completed on identified housing programs. <br />The City has historically submitted annual reports to the State, although it was not <br />previously required of Charter cities. State law, now applicable to charter cities, also <br />requires that the City Council review the report and submit it to the State by April 1, <br />2018. <br /> <br />ANALYSIS <br />The Annual Progress report shows building permits issued in 2017 for new housing <br />construction and rehabilitated housing units. While the City entitled over 750 units in <br />2017, none of these projects has been issued building permits. However, the revised <br />Accessory Dwelling Unit requirements have been very effective in encouraging <br />construction. ADU units count as “non-deed restricted” low income units for RHNA <br />purposes. Staff is expecting high numbers for building permits issued for 2018, which <br />will include building permits for 1409 El Camino Real (Greystar 4, 350 units including 35 <br />affordable units), 601 El Camino (33 townhouse units) and 353 Main (125 units, <br />including 16 affordable units) among other approved and pending projects. <br /> <br />With the passage of SB 35, the State has emphasized the need for cities to enable <br />housing production. This law states that cities who have not issued adequate number of <br />building permits to satisfy their RHNA allocation shall be required to “streamline” <br />6.1.B. - Page 1
