REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />March 26, 2018 <br /> <br />SUBJECT <br />Amended and Restated Franchise Agreement between the City of Redwood City and <br />Recology San Mateo County for Recyclable Materials, Organic Materials and Solid <br />Waste Collection Services from January 1, 2021 to December 31, 2035 <br /> <br />RECOMMENDATION <br />Adopt a Resolution approving and authorizing the City Manager to execute an Amended <br />and Restated Franchise Agreement between the City of Redwood City and Recology <br />San Mateo County for recyclable materials, organic materials and solid waste collection <br />services from January 1, 2021 to December 31, 2035, and find that the project is <br />exempt from the requirements of California Environmental Quality Act (CEQA) under <br />CEQA Guidelines Sections 15301 and 15061(b)(3) <br /> <br />BACKGROUND <br />The City of Redwood City is a member of the South Bayside Waste Management <br />Authority (SBWMA) Joint Powers Authority. SBWMA assists twelve Member Agencies <br />to comply with the requirements and responsibilities associated with collection and <br />recycling of solid waste and manages the Shoreway Environmental Center in San <br />Carlos, which serves as the SBWMA’s transfer station and recyclable material recovery <br />facility. <br />In 2007, the SBWMA worked with its Member Agencies to issue a Request for <br />Proposals (RFP) for collection of solid waste, recycling and organic materials. Through <br />that process, Recology San Mateo County (Recology) was selected as the collection <br />contractor and entered into Franchise Agreements with each Member Agency. <br />Recology initiated its solid waste and recycling collection services on January 1, 2011 <br />and the franchise agreement expires on December 31, 2020. <br />Section 3.03 of the Franchise Agreement between the City of Redwood City and <br />Recology allows for an extension of the term of the agreement and calls upon the <br />parties to begin negotiations well in advance of the expiration of the Franchise <br />Agreement, stating: “During calendar year 2017, the Parties shall meet and confer on <br />the possible extension of the Term.” This provision allows sufficient time for an open <br />RFP process if an extension is not successfully negotiated. <br />6.2.B. - Page 1
