day (SBWMA wide) has been established. In the future, when the average <br />number reaches 25 daily events, the Member Agency, SBWMA and Recology <br />will meet to add collection resources and provide additional compensation to <br />Recology or take some other action to respond to the increased demand. <br /> <br />4. Reporting: Recology’s reporting requirements have been adjusted to align data <br />collection and reporting with collection and customer service goals. <br /> <br />Redwood City staff and SBWMA are also currently working with Recology on the <br />following potential services: <br />· Additional multi-family bulky item collection services; <br />· Enhanced Illegal dumping collection services; and <br />· Development of a Litter Management Plan in compliance with National Pollution <br />Discharge Elimination System permit requirements. <br /> <br />These items are not part of the proposed amendment scope and additional study is <br />needed to ascertain service impacts and costs. However, these items may be added at <br />a later date (but before the new contract begins) through a City Council-approved <br />amendment. <br /> <br /> <br />ALTERNATIVES <br />The following alternatives are available to the City Council: <br /> <br />1. Do not adopt the Resolution; or <br />2. Provide staff with different direction. <br /> <br /> <br />FISCAL IMPACT <br />The costs for collection of garbage, recycling and organic materials are funded through <br />customer charges. Therefore, there is no direct impact to the City’s General Fund. <br /> <br />ENVIRONMENTAL REVIEW <br />The project is exempt from CEQA requirements under CEQA Guidelines Section 15301 <br />because approval and execution of the Amended and Restated Franchise Agreement <br />involves the operation and licensing of existing facilities and equipment, and does not <br />involve an expansion of use. The Amended and Restated Franchise Agreement would <br />extend the existing agreement to provide the same level of service for solid waste <br />collection service as currently provided. <br /> <br />The project is also exempt under CEQA Guidelines Section 15061(b)(3) because it can <br />be seen with certainty that there is no possibility approval and execution of the <br />6.2.B. - Page 5
