REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />March 26, 2018 <br /> <br />SUBJECT <br />Adopt City Council Policy on Legislative Advocacy <br /> <br />RECOMMENDATION <br />By motion, adopt the City Council Policy on Legislative Advocacy <br />BACKGROUND <br />The purpose of establishing a City Council Policy on legislative advocacy is to provide a <br />clear process for the City to respond to pending Local, State and Federal legislation or <br />ballot measures affecting the City of Redwood City. <br /> <br />In the past, the City has taken positions on proposed Local, State or Federal legislation <br />on an occasional basis. These positions have supported legislation and ballot measures <br />that will enhance City services and programs and protect community interests, and <br />opposed legislation or ballot measures that negatively impact City interests. As a <br />member of the League of California Cities (League), the City is informed about State <br />legislation and ballot measures that affect municipal government. In addition, <br />Councilmembers or City staff are alerted to State and Federal legislation and ballot <br />measures due to their membership in regional agencies and boards and professional <br />organizations. <br /> <br />As the City currently does not have a formal policy on reacting to proposed legislation, <br />the process for legislative advocacy has varied. At times, the Mayor has responded on <br />behalf of the City Council. At other times, the City Council has approved a statement of <br />support or opposition to legislation at a Council meeting. In other circumstances, the <br />City Manager has responded to legislation on behalf of the City. It is common for cities <br />to have a stated process for responding to proposed legislation and ballot measures in <br />order to ensure common understanding of City interests and to allow efficient responses <br />when needed. The proposed policy provides guidance on City responses to proposed <br />legislation and ballot measures. <br /> <br /> <br /> <br />6.1.F. - Page 1
