· Directly impact existing City policy, past action, or current City Council strategic <br />priorities; or <br />· Directly impact specific programs, services or infrastructure utilized in Redwood <br />City; or <br />· The measure/proposition can be referred to staff for analysis by the Mayor and <br />Vice Mayor, or by a Council Subcommittee prior to the full City Council taking a <br />position on a measure/proposition. Staff will evaluate objectively the referred <br />measure/proposition’s potential impact on the City and present its analysis in an <br />objective and impartial manner to the City Council. Staff’s analysis will be made <br />available to the public; and <br />· If the City Council adopts a resolution endorsing or opposing a ballot measure or <br />proposition, the resolution should include a statement that no public funds will be <br />used in the campaign for or against the measure or proposition. <br /> <br />Response Process <br />The proposed policy establishes that the City Council, acting as a body, may take a <br />position on behalf of the City in support or opposition to Local, State or Federal <br />legislation by voting on an agenda item at a regularly scheduled City Council meeting. If <br />time is of the essence, and a significant item requires action before Council approval <br />can be obtained, action can be taken by the Mayor or City Manager without City Council <br />approval, if the legislation is consistent with the guiding principles in the policy. Any <br />correspondence developed under this policy will be copied to the full City Council. <br />Whenever possible, City correspondence will come from the Mayor or in his/her <br />absence the Vice Mayor or City Manager. <br /> <br />This policy is not intended to limit the prerogative of individual Councilmembers from <br />expressing their individual support for or opposition to any Local measure, or State <br />proposition, State or Federal legislation, or grassroots advocacy actions. <br /> <br />ALTERNATIVES <br />1. Provide edits to the draft Legislative Advocacy Principles. <br />2. Take no action and keep the current practice. <br /> <br />FISCAL IMPACT <br />There is no fiscal impact associated with the adoption of the Legislative Advocacy <br />Principles. The staff time to review and issue position letters on legislation and ballot <br />measures is part of the City Manager’s Office responsibilities and weaved in to the <br />annual budget. <br /> <br />6.1.F. - Page 3
