REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />March 26, 2018 <br /> <br />SUBJECT <br />Revised Sewer System Management Plan (SSMP) <br /> <br />RECOMMENDATION <br />Adopt a resolution approving and re-certifying the City's 2018 revised Sewer System <br />Management Plan (SSMP) <br /> <br />BACKGROUND <br />The State Water Resources Control Board (SWRCB) has statewide waste discharge <br />requirements for sanitary sewer systems. These requirements are outlined in Order No. <br />2006-0003-DWQ, Statewide General Waste Discharge Requirements for Sanitary <br />Sewer Systems (GWDR), dated May 2, 2006, and Order No. WQ-2008-0002-EXEC, <br />dated February 20, 2008, which was later amended by Order No. 2013-0058-EXEC on <br />September 9, 2013. The orders were established to provide a consistent, statewide <br />regulatory approach to address sanitary sewer overflows (SSOs). <br />As the owner and operator of the City’s sanitary sewer collection system, the City is <br />subject to the requirements of the GWDR. This involves a) developing and <br />implementing a SSMP and, b) reporting all SSOs to the SWRCB’s online SSO <br />database. The SSMP document outlines the City’s policies and procedures to properly <br />operate and maintain the sanitary sewer system in accordance with the SWRCB’s <br />requirements. The SSMP must be certified by the City Council whenever significant <br />updates have been made. <br />ANALYSIS <br />From 2014-2016, staff updated significant portions of the SSMP such as the Overflow <br />Emergency Response Plan, which provides guidelines for responding to sanitary sewer <br />overflows, and the Water Quality Monitoring Plan. The 2018 SSMP revision combines <br />the above updated documents with general updates to the City’s sewer system <br />information and staff contact information. These changes are considered a significant <br />update and the City Council must recertify the SSMP. Upon approval by the City <br />Council, the revised SSMP will be made available on the City’s website. <br /> <br />6.2.A. - Page 1
