11/28/2005 at the special election for Member of the City Council was Alicia C. Aguirre. That the measures voted upon at the election are as follows: Measure "L" — Shall specified sections of the City Charter be amended to allow appropriations or expenditures of public money to be approved by resolution; permit the City Council to establish by motion a date for the City Manager to submit a proposed budget; and permit the City Council to adopt its budget and cancel any approved appropriation by resolution ?; and Measure "M" — Shall specified sections of the City Charter be amended to permit the Library Board to furnish its proposed budget to the City Manager by the same date as required of other city departments; allow Planning Commissioners and Port Commissioners to continue to hold office until their successors are appointed and qualified; and to permit the Board of Equalization to meet on any regular City Council meeting date in July of each year ?; Measure "N" — Shall a specified section of the City Charter be amended to allow a change in the various threshold amounts for the purchase of materials or supplies to determine when contracts (1) may be awarded without solicitation or advertisement; (2) may be awarded to the lowest responsible bidder after solicitation but without advertisement or public bidding, and (3) may be awarded to the lowest responsible bidder after public bidding? SECTION 2. That the number of votes given in the City to each of the persons above named for the respective offices for which the persons were candidates and for and against the measures were as listed in the attached Exhibit "A." SECTION 3. The City Council does declare and determine that, subject to any significant or substantial factual or numerical deviations adversely affecting the general election results shown on Exhibit A, the following candidates were elected for the full term of four years by the following vote: Diane Howard 10,099 Jeff Ira 9,292 Jim Hartnett 8,711 SECTION 4. The City Council does declare and determine that, subject to any significant or substantial factual or numerical deviations adversely affecting the special election results shown on Exhibit A, the following candidate was elected for a two -year term by the following vote: Alicia C.
