<br />6A-'/ <br /> <br />Proposed language at the workshop: Cities and the County must maintain current <br />spending levels for Parks and Recreation, except in case of budget reductions then <br />cuts to parks could be no greater than cuts to other non-safety departments <br /> <br />Comments on the specific maintenance of effort wording included: <br />. The phrase non-public safety was an issue for some participants as park and <br />recreation activities are known to reduce juvenile crime. Several people <br />recommended removing the term non-public safety. Others felt we should keep it <br />in as public safety is a core issue for cities and this language will make it easier <br />to sell to voters. <br />. Add that in no circumstances will these funds be spent for non-park/recreation <br />purposes. <br />. Maintenance of effort should also include "Increasing" budgets in good years. <br />. Language needs to be generic <br /> <br />Next Steps <br />As noted in the timeline an additional workshop will be held and the specific language <br />of the ballot measure will be prepared and brought back for review. <br /> <br />A community based campaign committee will be formed to champion the ballot <br />measure. As part of their effort, they will conduct additional polls and focus groups, <br />prepare campaign literature and engage in a grassroots effort to pass the measure. <br /> <br />Alternative <br />None. <br /> <br />Fiscal Impact <br />Ultimately, if the Parks for the Future tax was put on the ballot and passed by voters, <br />Redwood City would receive approximately $800,OOO/year in revenue based on the <br />proposed allocation method. The County-wide sales tax would increase from its current <br />8.25 to 8.375%. An increase in the sales tax for this purpose will impact the ability to raise <br />such a tax for other purposes. Support for this measure would have to be weighed against <br />other possible uses for sales tax dollars. <br /> <br />Conclusion <br />In December of 2004 the Parks, Recreation and Community Services Department <br />presented Council with its Strategic Plan for 2004 and beyond. A major finding in the <br />report was the need to increase active community parkland available to residents and look <br />at its distribution throughout the community.
