In reaching the decision to sell the property, the Board of Supervisors expressed concern
regarding the proposed design of the project.

The Board understands that the City has established a site-specific Precise Plan, and that the
process will provide an opportunity for comment from interested neighbors. In that spirit, the
County requests that the City consider ground floor setbacks for the project that are consistent
with the existing improvements along Winslow Street, including the County's child care center.
We also believe that "stepping" the higher stories of the project back from a straight vertical
design would help to relieve the "massiveness" of the proposed design.

As an interested neighbor, the County suggests that a quality project can, and should, be more
consistent with the surrounding streetscape.

JLM: ng

cc:

Honorable Members of the Board of Supervisors
Steve Alms, Real Property Services
Ed Everett, City Manager, Redwood City
