6-:/¿t/ REPORT To the Honorable Mayor and City Council From the City Manager December 5, 2005 Subject Second Amendment to the Joint Powers Agreement for Participation in the San Mateo County Narcotics Task Force Recommendation Approve the Second Amendment to the Joint Powers Agreement Establishing the San Mateo County Narcotics Task Force. Background " On April 16, 1985 Council approved a resolution approving the City's participation in a Joint Powers Agreement establishing the San Mateo County Narcotics Task Force (CNTF). The CNTF is made of law enforcement personnel from throughout the County of San Mateo. The primary focus of the CNTF is illegal drug labs, farming or importation operations, mid- to-high level drug sales, and trafficking and distribution gangs. The CNTF also provides ongoing narcotics training for law enforcement officers, as well as public education on the dangers of illegal drugs and associated criminal activity. . Recently, the CNTF Governing Board proposed minor modifications to the Joint Powers Agreement. The modifications dealt with the annual budget due date, the dates of the CNTF's fiscal year, notification of the contribution due by each member city, procedure on withdrawing from the CNTF, and the County's self insurance retention deductible. The proposed modifications were packaged as a Second Amendment to the Joint Powers Agreement, and reviewed and approved by the Redwood City Police Department staff. The CNTF Governing Board also approved the Second Amendment and presented it to the San Mateo County Board of Supervisors. The Board approved the amendment on October 18, 2005. Redwood City Police Department staff expects the modifications to have no negative effect on the City or to the operation of the CNTF. Alternatives 1. Approve the Second Amendment. 2. Do not approve the amendment. Failure to approve the amendment may lead to the City's withdrawal from the Task Force. Fiscal Impact None.
