<br />6-:/¿t/ <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />December 5, 2005 <br /> <br />Subject <br />Second Amendment to the Joint Powers Agreement for Participation in the San Mateo <br />County Narcotics Task Force <br /> <br />Recommendation <br />Approve the Second Amendment to the Joint Powers Agreement Establishing the San <br />Mateo County Narcotics Task Force. <br /> <br />Background " <br />On April 16, 1985 Council approved a resolution approving the City's participation in a Joint <br />Powers Agreement establishing the San Mateo County Narcotics Task Force (CNTF). The <br />CNTF is made of law enforcement personnel from throughout the County of San Mateo. <br />The primary focus of the CNTF is illegal drug labs, farming or importation operations, mid- <br />to-high level drug sales, and trafficking and distribution gangs. The CNTF also provides <br />ongoing narcotics training for law enforcement officers, as well as public education on the <br />dangers of illegal drugs and associated criminal activity. . <br /> <br />Recently, the CNTF Governing Board proposed minor modifications to the Joint Powers <br />Agreement. The modifications dealt with the annual budget due date, the dates of the <br />CNTF's fiscal year, notification of the contribution due by each member city, procedure on <br />withdrawing from the CNTF, and the County's self insurance retention deductible. <br /> <br />The proposed modifications were packaged as a Second Amendment to the Joint Powers <br />Agreement, and reviewed and approved by the Redwood City Police Department staff. <br />The CNTF Governing Board also approved the Second Amendment and presented it to the <br />San Mateo County Board of Supervisors. The Board approved the amendment on October <br />18, 2005. <br /> <br />Redwood City Police Department staff expects the modifications to have no negative effect <br />on the City or to the operation of the CNTF. <br /> <br />Alternatives <br /> <br />1. Approve the Second Amendment. <br /> <br />2. Do not approve the amendment. Failure to approve the amendment may lead to <br />the City's withdrawal from the Task Force. <br /> <br />Fiscal Impact <br />None. <br />
