<br />....£ / e- / <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />December 5, 2005 <br /> <br />Subject <br />Purchase of Portable Communications Radios through FEMA grant <br /> <br />Recommendation <br />That the City Council, pursuant to RWC 2.76 suspend by motion Article VII of Chapter 2 of <br />the Municipal Code and permit purchase 35 Motorola Radios through the awarded FEMA <br />grant No. EMW-2003-FG-17279, under the cooperative purchasing agreement of the <br />Western States Contracting Alliance, contract #02702. <br /> <br />Background <br />The Fire Department applied for a grant through the Federal Emergency Management <br />Agency Assistance to Firefighters grant program, to replace our portable radios carried by <br />each of our fire company personnel, fire prevention bureau personnel and command staff <br />personnel. Due to the age of the current radios, repair and parts replacement have made <br />repair impractical. The Motorola radios are current technology, have proven themselves <br />time and time again during emergencies and are easily serviced. The grant was approved <br />and $109,305.00 was received by our finance department in late 2004. <br /> <br />Pursuant to section 2.76 of the Redwood City Municipal Code, the City Council may <br />suspend the provisions of Article VII of Chapter 2 where the Council finds that strict <br />compliance would not serve the public interest. In this instance, the funds available to <br />purchase the portable radios have been received from the Federal Emergency <br />Management Agency and unless expended prior to December 15th of this year must be <br />returned. Further, the portable radios sought to be purchased are of a unique nature and <br />are available from a single source. Finally, said portable radios would be compatible with <br />all Fire Department radios in use. <br /> <br />Alternative <br />Not approve the purchase of these radios, default on the grant, and return the funding to <br />FEMA. <br /> <br />Fiscal Impact <br />The purchase of these radios will cause no fiscal impact. The maintenance of these radios <br />in the future would be covered by our annual radio maintenance budget. <br /> <br />~.
