<br />S/LJ-/ <br /> <br /> <br />December 5, 2005 <br /> <br />Subject <br />Asphalt Materials Purchase <br /> <br />Recommendations <br />(1) By Motion, Reject the sole bid from Raisch Products of San Jose, CA for the 2005- <br />2006 Asphalt Materials Purchase. <br />(2) By Motion, authorize re-advertising and re-bid the 2005-2006 Asphalt Materials <br />Purchase. <br /> <br />Background <br />On October 18, 2005, the Asphalt Materials Purchase bid package was advertised and <br />sent to the two past suppliers of materials for the City. Only one bid was received from <br />Raisch Products and it was determined to be incomplete. One bid item in their proposal <br />was submitted as "no bid" for Sheet Mix Asphalt Concrete, the material the City uses for <br />temporary sidewalk ramping. <br /> <br />Staff recommends re-bidding the purchase. <br /> <br />Alternatives <br />There are two alternatives: <br />(1) Accept the current bid. Acceptance of this bid will require staff to conduct a separate <br />bid process for the material that received "no bid." Staff doesn't have a competitive bid to <br />evaluate and compare all the factors involved in materials use, such as travel time to and <br />from the vendor. These other factors can easily exceed any savings from a lower materials <br />purchase price and are used in the evaluation of the bid proposals. <br /> <br />(2) Do not perform the work. The maintenance and Roadway Management System (RMS) <br />treatments affected by this purchase are necessary for quality streets. Not performing or <br />delaying the work will reduce pavement quality and the City's associated Pavement <br />Condition Index (PCI) rating. <br /> <br />Fiscal Impact <br />There is no impact to the funds approved in the FY 2005-2006 Streets and Parking Lots <br />Maintenance Budget Supplies and Services in the amount of $62,475 and the Roadway <br />Management System Capital Improvement Program budget approved at $1,100,000. <br /> <br />4 /~ ~ <br />~t L )~ý)/ ~ti / <br /> <br />Gordon ann.
