...5. /F" /

REPORT

To the Honorable Mayor and City Council
From the City Manager

December 5, 2005

Subject
Community Development Block Grant (CDBG) Funding Agreements for San Mateo County
Board of Eduætion - Regional Occupational Program & Casa de Redwood Senior
Housing

Recommendation
Approve funding agreements with San Mateo County Board of Education for Regional
Occupational Program (ROP) Internship and Job Training, and Casa de Redwood
Solar Panel Replacement Project.

Background
Each year the City receives an entitlement of Community Development Block Grant
(CDBG) funds from the U.S. Department of Housing and Urban Development. CDBG
funds are targeted exclusively to low and moderate income residents to meet certain
housing, supportive services and non-housing community development needs. CDBG
program activities provide a range of intervention and supportive services to Redwood City
citizens, ranging from homeless activities to senior and youth programs, from job training
and economic development assistance to minor home repair and energy programs. The
Council approved a number of programs and activities in the Consolidated Plan for 2005-
2006 and in August, 13 such funding agreements for FY 2005-2006 were approved. Two
additional activities approved in the Consolidated Plan are now ready to proceed.

The proposed agreement with the San Mateo County Board of Eduætion will provide job
training and experience for students of the Regional Occupational Program's (ROP)
courses in business office, mediæl administrative assisting, and technical æreers. This
agreement will establish clerical internship opportunities within various departments of the
City of Redwood City for selected ROP students.

The agreement with Casa de Redwood will assist in the replacement of solar panels for
this 30 year old affordable housing development for low income seniors. The purpose of
this activity is to reduce energy costs and leverage the development's maintenance
reserve fund. Casa has received bids for the proposed work and is ready to execute a
construction contract pending approval of this funding agreement.

REDEVSHARED_2005 STAFF REPORTS_CDBG/ROP Intern, Casa de Redwood Funding Agreements
