Without the contract tree preservation permit inspection services, staff will have to <br /> defer inspections of City-owned trees in order to perform the inspections on <br /> privately owned trees. Delays will be experienced in responding to both inquiries <br /> for work order requests for publicly owned trees, and tree preservation ordinance <br /> permit application inspections for privately owned trees. <br /> <br />2) Perform another Request for Proposal process. This is a professional services <br /> contract that does not require a formal bid process. Staff believes the costs will <br /> increase as the result of a new proposal process. The bid specifications would be <br /> updated to include the permit inspection services and reporting procedures <br /> currently provided by Mr. Morneau (such as calling the permit applicant, arranging <br /> for appointments when requested, and coordinating "special requests" for <br /> inspections). These were not included in the previous specifications and should <br /> cause proposals to come in with higher costs. Staff would require six to eight <br /> weeks to implement the RFP process and council approval. Mr. Morneau was <br /> originally hired based on a competitive request for proposals in May 1998. His <br /> price has not increased. <br /> <br /> Fiscal Impact <br /> Funds were requested in the appropriation for Professional Services in the Street Tree <br /> Maintenance subprogram budget approved for fiscal year 2002-2003 in the amount of <br /> $30,000. <br /> <br /> Staff will not initiate this contract until the City Council has formally approved the 2002- <br /> 2003 budget.
