a. The proposed use will be consistent with the various elements and objectives of the <br />general plan and any applicable Specific and Precise Plans, and zoning regulations <br />for the subject location as it will create active storefronts along Main Street and <br />locate ground floor office uses toward the back of the building along the Walnut <br />Street frontage; <br />b. The proposed use is compatible with surrounding uses as it includes both office <br />and ground floor active uses similar to other uses located on the same block; <br />c. The use and its associated structures and facilities will not be detrimental to the <br />public health, safety, or welfare of the people and property of Redwood City as the <br />proposed project will help to create a vibrant Main Street corridor and will provide <br />lighting and sidewalk improvements to the Walnut Street corridor; <br />d. The use and facilities will not adversely affect or conflict with adjacent uses or <br />impede the normal development of surrounding property as the project is located <br />on land that is already improved with buildings and will not obstruct access or future <br />development of adjacent parcels; <br />e. Adequate public and private facilities such as utilities, landscaping, parking spaces <br />and traffic circulation measures are or will be provided for the proposed use. <br />Section 10. Planned Communitv Permit (DPC2014-091: In the exercise of its <br />independent judgment, the Commission finds that: <br />a. The project and improvements proposed under Downtown Planned Community <br />Permit Application No. DPC2014-09 are consistent with, conform to the intent of, <br />and will appropriately implement the Downtown Precise Plan for the 851 Main <br />Street project; <br />b. The establishment, maintenance and operation of the project and improvements <br />proposed under Downtown Planned Community Permit No. DPC2014-09 will not, <br />under the circumstances of this particular case, be detrimental to the health, <br />safety, peace, morals, or general welfare of persons residing or working in the <br />neighborhood of the project, or be detrimental or injurious to property or <br />improvements in the neighborhood of the project, or to the general welfare of the <br />City, because the project has been found to be consistent with the community <br />goals established in the City's General Plan and Zoning Ordinance; <br />c. The Project and improvements comply fully with all applicable standards of the <br />DTPP, as amended to increase the office development cap, with the exception of <br />Historic Preservation Standard 2.1.3.DD.1.d for height of additions to the historic <br />landmark located at 847-849 Main Street; <br />d. The Project and improvements comply fully with all provisions of the Exceptions <br />to the Historic Resource Preservation Standards process as detailed in DTPP <br />Section 2.0.3.A.3.a for Historic Projects; <br />e. The Project and improvements proposed under Downtown Planned Community <br />Permit Application No. DPC2014-09 will not create a significant adverse impact on <br />the historic landmark located at 847-849 Main Street, nor the historic landmark <br />located adjacent to the project site located at 837 Main Street (IOOF Building; <br />DTPP Historic Resource CC); nor the Main Street Historic District, and all <br />resources including the District will retain their eligibility for listing on the California <br />Register of Historic Places as detailed in HRAC Resolution No. 17-02 and the 851 <br />Main Street Historic Preservation Analysis; <br />f. The Project and improvements comply with all but ten guidelines of the DTPP <br />pertaining to maximum establishment length, building base and middle facade <br />composition, general private frontages, fagade height articulation, and parking <br />ATTY/RESO.0019/PC RESO RECOMMENDING APPROVAL OF GENERAL PLAN — 851 MAIN STREET <br />REV: 03-15-18 PR <br />Page 5 of 6 <br />
