12. Historic Preservation Professional - A Historic Preservation Professional must be <br />on-site to observe all work being performed on the 847-849 Main Street historic <br />landmark in accordance with the approved Rehabilitation Plan, including but not <br />limited to: <br />a. Removal of doors, glass panels, and any other character defining features <br />b. Installation of protection and stabilization measures for Main Street facade <br />c. Dismantling, removal, and reassembly of north and east walls <br />d. Cleaning and rehabilitation of all character defining features, including the Main <br />Street facade. <br />13. HABS documentation - Full HABS documentation shall be prepared by Architectural <br />Resources Group and submitted to the City prior to issuance of Temporary or Final <br />Certificate of Occupancy, whichever occurs first. [COA] [PLANNING] <br />14. Cultural Resources Management Plan - Project must fully adhere to the City's <br />Cultural Resources Management Plan. A report describing the project's compliance <br />shall be submitted to the city prior to issuance of Temporary or Final Certificate of <br />Occupancy, whichever occurs first. [COA] [PLANNING] <br />15. Unreinforced Masonry Buildings - The project site contains a designated historic <br />resource and is within 300 feet of six other historic buildings, three of which are <br />identified as being unreinforced masonry buildings (800 Main Street, 831-833 Main, <br />and 114 Stambaugh). An exterior survey and conditions report shall be prepared for <br />the three identified unreinforced masonry buildings, and the adjacent 837 Main Street <br />historic landmark building (IOOF building) prior to issuance of Demolition Permit. <br />Pile -driving and other vibration activities shall be done in accordance with required <br />geotechnical mitigation measures. Any indication of damage to the above listed <br />buildings due to vibration from the project site shall result in a stop work notice and <br />development of alternative construction methods prior to resuming work. <br />[COA] [PLANNING] <br />16. Work/Damage Beyond Scope - Any damage or removal of historic walls or character <br />defining features of the 847-849 Main Street historic landmark beyond that identified <br />in the approved Rehabilitation Plan shall result in a stop work notice for review of <br />applicable SEIR analysis. If damage or work is beyond that analyzed in the SEIR, <br />further work on the project will be halted until an updated environmental analysis can <br />be performed and the amended SEIR certified by the City. [COA] [PLANNING] <br />Landscaping and Site Improvements <br />17. Stormwater Runoff - Post -construction runoff into the storm drain shall not exceed <br />pre -construction runoff levels. The applicant's design professional shall evaluate the <br />project's impact to the City's storm drainage system and shall substantiate their <br />conclusions with drainage calculations to the satisfaction of the City Engineer. The <br />project shall be designed in conformance with the Drainage Guidelines for Commercial <br />ATTY/RESO.0019/PC RESO RECOMMENDING APPROVAL OF GENERAL PLAN — 851 MAIN STREET <br />REV: 03-15-18 PR <br />Page 3 of 16 <br />
