Page 1 of 3 <br />ATTY/RESO.0023/CC RESO ADOPTING CANNABIS FEES <br />REV: 04-03-18 VR <br />RESOLUTION NO. ____ <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br />ADOPTING CERTAIN FEES AND CHARGES FOR CANNABIS BUSINESS <br />PERMITS <br /> <br />WHEREAS, the City Council of the City of Redwood City (“City”) is empowered to impose <br />reasonable fees, rates, and charges to offset the costs for municipal services; and <br />WHEREAS, the City has conducted an extensive analysis of its services associated with <br />Cannabis Business Permits to ensure that the user fees charged reflect the actual costs to the <br />City and the City’s taxpayers in providing those services; and <br />WHEREAS, Matrix Consulting Group conducted a Cost of Services (User Fee) Study with <br />respect to fees associated with Cannabis Business Permits in order to determine the cost to the <br />City of providing such services and provided a final report to the City dated March 29, 2018 (the <br />“Matrix Study”); and <br />WHEREAS, it is the general policy of the City to charge for the full costs of services <br />provided by City Staff when such services benefit individual users rather than members of the <br />community as a whole; and <br />WHEREAS, in order to better achieve the City’s policy and cost recovery goals, the City <br />Council deems it advisable and in the best interests of the City to adopt certain Cannabis Business <br />Permit fees as set forth on Exhibit A, which is attached hereto and incorporated herein by <br />reference (the “Proposed Fees”); and <br />WHEREAS, the City is proposing to amend the Redwood City <br />Code by adding Division 7 of Article V of Chapter 32 pertaining to the regulation of cannabis <br />businesses (the “Cannabis Regulation Ordinance”); and <br />WHEREAS, a duly-noticed public hearing was held by the City Council on April 9, 2018 to <br />review the Matrix Study and the Proposed Fees; and <br />WHEREAS, at least ten (10) days prior to the public hearing, the City made available to <br />the public data indicating the amount of cost, or estimated cost, required to provide the services <br />for which the Proposed Fees will be charged and the revenue sources anticipated to provide the <br />services, including general fund revenues. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />REDWOOD CITY AS FOLLOWS: <br />1. The above recitals are accurate, constitute findings in this matter, and are hereby <br />incorporated into this Resolution by reference. <br /> <br />7.B. - Page 76
