Page 1 of 3 ATTY/RESO.0023/CC RESO ADOPTING CANNABIS FEES REV: 04-03-18 VR RESOLUTION NO. ____ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY ADOPTING CERTAIN FEES AND CHARGES FOR CANNABIS BUSINESS PERMITS WHEREAS, the City Council of the City of Redwood City (“City”) is empowered to impose reasonable fees, rates, and charges to offset the costs for municipal services; and WHEREAS, the City has conducted an extensive analysis of its services associated with Cannabis Business Permits to ensure that the user fees charged reflect the actual costs to the City and the City’s taxpayers in providing those services; and WHEREAS, Matrix Consulting Group conducted a Cost of Services (User Fee) Study with respect to fees associated with Cannabis Business Permits in order to determine the cost to the City of providing such services and provided a final report to the City dated March 29, 2018 (the “Matrix Study”); and WHEREAS, it is the general policy of the City to charge for the full costs of services provided by City Staff when such services benefit individual users rather than members of the community as a whole; and WHEREAS, in order to better achieve the City’s policy and cost recovery goals, the City Council deems it advisable and in the best interests of the City to adopt certain Cannabis Business Permit fees as set forth on Exhibit A, which is attached hereto and incorporated herein by reference (the “Proposed Fees”); and WHEREAS, the City is proposing to amend the Redwood City Code by adding Division 7 of Article V of Chapter 32 pertaining to the regulation of cannabis businesses (the “Cannabis Regulation Ordinance”); and WHEREAS, a duly-noticed public hearing was held by the City Council on April 9, 2018 to review the Matrix Study and the Proposed Fees; and WHEREAS, at least ten (10) days prior to the public hearing, the City made available to the public data indicating the amount of cost, or estimated cost, required to provide the services for which the Proposed Fees will be charged and the revenue sources anticipated to provide the services, including general fund revenues. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDWOOD CITY AS FOLLOWS: 1.
