2 | Page <br />ATTY/DOCS-ORDINANCE-REGULATIONS/CITY MANAGER CANNABIS REGULATIONS <br />REV: 04-04-18 MI <br />Cannabis Business Administrative Rules, Regulations, and Process <br />Section 1 – Application Period <br />A. The application period for Cannabis Business Permits begins on June 1, 2018 and ends <br />on December 31, 2018. Applicants must submit a complete application by December <br />31, 2018 in order to be eligible for a Cannabis Business Permit. <br />B. The City Manager may reopen the application period at his or her discretion. <br />Section 2 – Required Materials for Application Submittal <br />A Cannabis Business Permit application shall include the following: <br />A. The legal name, and any other names, under which the applicant will be operating. <br />B. Copies of the applicant’s (i) Articles of Incorporation or Articles of Organizations, (ii) <br />bylaws or operating agreement, (iii) Certificate of Status issued by the California Secretary <br />of State, (iv) Entity Status Letter from the California Franchise Tax Board, and (v) Federal <br />Employer Identification Number. <br />C. Identification of all persons who own or have a financial interest in the applicant, including <br />the address, phone number, e-mail address, and government-issued identification of <br />each such person and a description of each such person’s percentage ownership interest <br />in the applicant. <br />D. The complete legal name and any aliases, the date of birth, and a copy of a valid <br />government issued photo identification card or license for each owner, manager, and <br />employee of the applicant. The applicant’s owners, managers, and employees must be <br />at least twenty-one (21) years of age. <br />E. The applicant’s organizational chart with name and role of each known member of the <br />management team. Roles that are known but unfilled should be included. <br />F. The physical address and physical description (e.g., one story commercial building, etc.) <br />of the proposed premises. <br />G. Evidence of the applicant’s legal right to occupy and use the proposed premises as a <br />delivery center or indoor nursery. In the event that the applicant is not the owner of <br />record of the proposed premises, the applicant must provide a notarized statement from <br />the property owner acknowledging and consenting to the applicant’s use of the proposed <br />premises as a delivery center or indoor nursery. <br />H. Proof of payment of any applicable taxes and fees due to the City. <br />I. Evidence that the proposed premises is in conformance with the zoning and sensitive use <br />restrictions contained in Article 59 of the Zoning Ordinance. <br />1. Applications shall include a Zoning Verification Letter issued by the Community <br />Development Department Planning Division. Applicants requesting a Zoning <br />Verification Letter are required to submit a written request to the Community <br />Development Director. Applicants shall include the address of the proposed <br />premises with the written request for a Zoning Verification Letter. The zoning <br />7.B. - Page 81
