It works <br />toward this goal by: <br />1. Celebrating the diversity of the Redwood City Community. <br />2. Encouraging exceptional quality and excellence in programs. <br />3. Supporting community building through cultural activities. <br />4. Recognizing that art, in all its forms, including visual, dramatic, music, dance, film, literature or other artistic <br />expression, is essential to a vital community. <br />The powers and duties of the Civic Cultural Commission are found in Sec. 2.113 of the Code. Duties include <br />recommendations to City Council or City Manager regarding: <br />• The establishment of programs stimulating and encouraging the development and maintenance of the <br />performing and visual arts in the City and to review periodically such programs as are so established; <br />• The establishment of programs memorializing or giving recognition to matters of cultural significance in the <br />City and to review periodically such programs as are so established; <br />• The removal, relocation, or alteration of existing works of art or items of cultural significance in the possession <br />of the city; <br />• The acquisition by the City of any work of art or item of cultural significance and the proposed location thereof; <br />• The aesthetics of the design and site development of any building, monument, or other structure to be <br />constructed or acquired by the City; <br />• Any matter affecting the beauty and culture of the City. <br />The Civic Cultural Commission is responsible for the review and recommendation of small and large grants (for a <br />total of $58,000 a year) to dozens of local non-profit arts organizations. Further, the Commission manages and <br />hosts the annual youth Art Contest where over 1,800 Redwood City school children in K-8th grade participate. <br />The Civic Cultural Commission also created the City’s first Public Art Master Plan in 2013. The Public Arts <br />Master Plan reflects the goals of the Cultural Element within the City’s 2010 General Plan where public art is <br />recognized as a means for promoting vibrancy, defining cultural uniqueness, supporting economic development, <br />building community, and improving the quality of life for those that live, work and play here. The General Plan <br />sets for the goal that “Redwood City is the place on the Peninsula to experience and enjoy visual, performing <br />arts, and cultural events by 2030”. The Plan further states that “Culture and the arts inspire civic pride, provides <br />opportunities for expression and sharing, and serves as a catalytic component of the Downtown economy”. <br />The purpose of the Public Arts Master Plan serves as a guide when considering aspects of public art such as: <br />Criteria for the selection and prioritization of potential sites for both public and private art projects. <br />Procedures for the review and selection of art. <br />Procedures for the removal of art. <br />The Civic Cultural Commission also endorsed and recommended the update to the original plan by creating a new <br />Public Art Master Vision. The results of that effort are reflected in this new comprehensive living document that <br />has been created.8.A. - Page 62
