REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />April 9, 2018 <br /> <br />SUBJECT <br />Amendment No. 1 to Agreement for Professional Services with TJKM for Neighborhood <br />Street Enhancement Program (NSEP) <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 1 to the <br />Professional Services Agreement with TJKM in the amount of $6,223.99 for a total <br />contract of $106,233.99 for the Neighborhood Street Enhancement (NSEP) Program <br /> <br />BACKGROUND <br />In 2013, the City of Redwood City approved the Stanford in Redwood City Precise Plan <br />for a new 35-acre Stanford University office campus. The site is located in the southeast <br />portion of the City of Redwood City along Highway 101 (US-101), bordering three <br />residential neighborhoods: Friendly Acres, Redwood Village, and North Fair Oaks. <br /> <br />As part of the project’s approved Development Agreement, the University allocated $1.5 <br />million to the City’s Neighborhood Street Enhancement Program (NSEP). These funds <br />were allocated to the NESP to improve traffic safety, mobility, and accessibility, and <br />provide enhanced streetscapes in the three adjacent residential neighborhoods. The <br />funds are to be allocated between the neighborhoods. <br /> <br />The original Agreement for Professional Services was for $100,010 to develop a <br />Neighborhood Street Enhancement Implementation Plan. The original contract with <br />TJKM included data collection and analysis, public outreach and a final report with <br />recommendations. The consultant team led by TJKM included a sub-consultant, Gates <br />& Associates, to provide public outreach. The final Plan is complete and has been <br />approved. <br /> <br />ANALYSIS <br />As part of the public outreach process, Gates & Associates, provided printing and <br />mailing for meeting notices for a total of $6,223.99, in out-of-scope direct expenditures. <br />The recommended amendment to the Professional Services Agreement covers the out <br />of scope, direct costs incurred for additional printing and mailing. <br />6.1.B. - Page 1
