REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />April 9, 2018 <br /> <br />SUBJECT <br />Maintenance Agreement with Caltrans in Support of the U.S. Highway 101 Pedestrian <br />Undercrossing Project <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the Maintenance <br />Agreement for Pedestrian/Bike Trail in the City of Redwood City with Caltrans, and to <br />modify the content of the Agreement as necessary to receive an executed Agreement. <br /> <br />BACKGROUND <br />The proposed U.S. Highway 101 Pedestrian Undercrossing Project (Undercrossing <br />Project) will create a physical link between the Bayfront areas east of U.S. Highway 101 <br />and Downtown areas. The proposed pathway will connect the Class I bike path along <br />Bair Island Road and the Class II bike lanes on Main Street. <br /> <br />A portion of the proposed path will be constructed underneath U.S. Highway 101, <br />requiring an encroachment permit from Caltrans. Prior to issuance of an encroachment <br />permit Caltrans requires that the City enter into a maintenance agreement to guarantee <br />that the City will maintain the path and associated improvements within the Caltrans <br />right-of-way. <br /> <br />Existing utilities in the area require relocation by PG&E and AT&T before the <br />Undercrossing Project can proceed. As of the end of 2017, both utility companies <br />received encroachment permits from Caltrans for their initial phase of utility relocation. <br />As of February 2018, utility relocation has begun and utility company contractors will <br />complete their initial phase of work in May 2018. AT&T’s initial phase is its only required <br />phase of utility relocation. Concurrent with the Undercrossing Project construction the <br />City will perform an interim phase of utility relocation in coordination with PG&E, and <br />upon completion of the Undercrossing Project PG&E will conclude with its final phase of <br />utility relocation. <br /> <br />Staff continues to pursue all required regulatory approvals including those from <br />Caltrans.
