place for existing residents. This could potentially cause the displacement of
many of our low-income residents living and providing services in Redwood City
and throughout Silicon Valley.

If census tracts in Redwood City remain on the list of Opportunity Zones,
development in an Opportunity Zone which generates federal tax deferrals
should be obligated to provide relocation benefits to individuals displaced as a
result of that development, and 20% of housing constructed in an Opportunity
Zone which generates federal tax deferrals should be developed as affordable
housing. These are important protections for residents who otherwise could be
negatively affected by the revitalization occurring in their neighborhoods.

Given the well intentioned, but potentially negative unintended consequences of
this nomination, I ask that you amend your nomination list to exclude census
tracts in Redwood City, or include protections for our residents. If you have
questions, please contact me at: ibain@redwoodcity.org or (650) 780-7301.

Sincerely,

Ian Bain
Mayor
City of Redwood City

c: City of Redwood City Council

6.1.E. - Page 6
