REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />April 23, 2018 <br /> <br />SUBJECT <br />Fiscal Year 2018-19 and Five Year Capital Improvement Program (CIP) Study Session <br /> <br />RECOMMENDATION <br />Receive information on the proposed fiscal year 2018-19 CIP and five year CIP, <br />covering fiscal years 2018-19 through 2022-23, and provide feedback to staff on the <br />same <br /> <br />BACKGROUND <br /> <br />Overview <br />The Capital Improvement Program is a valuable resource to achieving the City Council’s <br />strategic priorities. Each year, staff present CIP project recommendations for City <br />Council review in spring for adoption with the budget in June. Proposed projects include <br />everything from infrastructure and facility upgrades to major capital investments in the <br />community. Based on City Council direction, projects are prioritized and funding is then <br />allocated for the upcoming fiscal year. <br /> <br />Starting with fiscal year (FY) 2017-18, staff also present a five year CIP for City Council <br />review. A five year CIP provides a longer term perspective on needed capital <br />investments and is a fiscal and strategic tool to plan, fund, prioritize and monitor capital <br />investments in the community. Staff have updated the five year CIP covering fiscal <br />years 2018-19 through 2022-23. The five year CIP includes the proposed capital budget <br />for FY 2018-19, which is scheduled to be adopted with the FY 2018-19 operating <br />budget, as well as planned project needs for fiscal years 2019-20 through 2022-23. <br /> <br />Funding <br />Funding for capital projects typically is derived from many sources, with the Utility Users <br />Tax (UUT) being a general revenue source that can be utilized for all capital <br />improvement projects. Dedicated revenue sources, which are restricted to specific <br />purposes, include park impact fees, water and sewer enterprise funds and various <br />transportation funds including Measure A and Gas Tax revenues. <br /> <br />9.A - Page 1
