REPORT To the Honorable Mayor and City Council From the City Manager April 23, 2018 SUBJECT Disposal of City-owned Surplus Vehicles and Equipment RECOMMENDATION By motion, authorize the Public Works Services Department to dispose of the City vehicles and equipment listed on Attachment 1 as surplus personal property, and authorize staff to donate suitable items to non-profit organizations supporting the City’s Sister City and Friendship City relationships and/or to sell the items through public auction BACKGROUND The Public Works Services Department, in conjunction with the Administrative Services Department, acts as the centralized collection and storage point for City-owned personal property that has reached the end of its useful lifecycle, as measured by departmental efficiency and effectiveness standards, and/or is considered surplus by various City departments. ANALYSIS Pursuant to Section 3-1/2 of the Redwood City Charter, “Subject to any additional provisions that the City Council may enact by ordinance, the City may purchase, lease, receive, hold, and enjoy real and personal property, and control and dispose of it for the common benefit.” The City-owned vehicles and equipment on the attached list have reached the end of their useful life cycle. Staff recommends that the vehicles and equipment on the attached list be declared surplus property and disposed of before the end of Fiscal Year 2017-18. The Charter and Municipal Code do not specify a procedure for disposal of surplus City personal property. Staff recommends that the City Council authorize staff to donate suitable items to non-profit organizations supporting the City’s Sister City and Friendship City relationships and/or to sell the items through public auction.
