04/23/2018 <br />Department of Housing and Urban Development for a Community Development Block <br />Grant in the amount of approximately Six Hundred Fifty Thousand Dollars ($650,000) and <br />Home Investment Partnership Program (HOME) funds in the amount of Two Hundred <br />Thousand Dollars ($200,000) for the period of July 1, 2018 through June 30, 2019; and <br />WHEREAS, The Planning Manager has prepared a Notice of Exemption indicating <br />that the proposed CDBG & HOME Programs and approval of the Consolidated Plan, as <br />set forth in the Application, are exempt from the requirements of NEPA and CEQA as a <br />ministerial project and do not have a significant effect on the environment, and notices of <br />such exemption have been prepared for recordation with the County Clerk of San Mateo <br />County as described in the staff report; and <br />WHEREAS, an Executive Summary and a 30 -day Request for Community <br />Comments on the draft plans have been published for community comment prior to <br />forwarding the documents to Council for approval; and <br />WHEREAS, on March 7, 2018, the Housing and Human Concerns Committee <br />completed funding recommendations for CDBG and HOME and approved the <br />Consolidated Plan and Annual Action Plan; and <br />WHEREAS, pursuant to the requirements of Section 104(a) of the Act, the City <br />has followed its Community Participation Plan as part of the process for determining how <br />the grant funds herein referenced will be used, and <br />WHEREAS, on April 23, 2018, the Council then held a public hearing as to all <br />matters included in the staff report of the same date; and <br />ATTY/RESO.0025/CC RESO ADOPTING THE APPROVAL OF 18-22 CONSOLIDATED PLAN FOR CDBG AND HUD RESO.
