WHEREAS, the Draft EIR for the Project ("DEIR") was circulated for public <br />review and comment for 45 days beginning on January 26, 2018 and ending on March <br />12, 2018, and was filed with the State Office of Planning & Research under State <br />Clearinghouse No. 2017072011; and <br />WHEREAS, on February 20, 2018, the Planning Commission held a duly <br />noticed public hearing and received public testimony on the DEIR. The City received <br />written and public testimony from the public during the DEIR public review period and <br />determined that no substantial comments were received that would require new <br />mitigation measures or recirculation of the EIR; and <br />WHEREAS, on April 17, 2018, the Planning Commission conducted a duly noticed <br />public hearing in accordance with all applicable requirements of the Redwood City <br />Municipal Code and Zoning Ordinance, to 1) receive public comments and 2) make <br />recommendations to the City Council on the various project entitlements. <br />NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: <br />Section 1. The Commission, having independently heard, considered, and weighed <br />all evidence in the record, finds that the above recitals are accurate and constitute findings <br />in this matter and, together with the staff report and the application materials, including <br />without limitation the Draft EIR, development plans, and all other documents, reports, <br />studies, memoranda, maps, oral and written testimony, and materials in the City's file for <br />the applications and the Project, and all adopted City planning documents relating to the <br />Project and the property including the City's General Plan, Municipal Code, Zoning <br />Ordinance, other applicable City laws and regulations, and all associated approved and <br />certified environmental documents, have together served as an adequate and appropriate <br />evidentiary basis for the findings and actions set forth in this Resolution. <br />Section 2. The Planning Commission hereby finds the location, purpose, and <br />extent of the disposition request is consistent with the Redwood City General Plan. <br />Section 3. CEQA: The Commission finds, based on its independent judgement <br />and analysis that: <br />a) The Draft EIR, including all technical background reports and appendices, has <br />adequately analyzed potential impacts of the 1548 Maple Street Project and <br />provides sufficient information for purposes of providing a recommendation on the <br />Project. The Commission further certifies that it has reviewed and considered the <br />information in the Draft EIR; and <br />b) Pursuant to CEQA Guidelines section 15091(e), the documents and other materials <br />that constitute the record of proceedings upon which the Commission has based its <br />determination are located in and may be obtained from the Office of the City Clerk <br />at 1017 Middlefield Road Redwood City California.
