WHEREAS, the Draft EIR for the Project ("DEIR") was circulated for public review and comment for 45 days beginning on January 26, 2018 and ending on March 12, 2018, and was filed with the State Office of Planning & Research under State Clearinghouse No. 2017072011; and WHEREAS, on February 20, 2018, the Planning Commission held a duly noticed public hearing and received public testimony on the DEIR. The City received written and public testimony from the public during the DEIR public review period and determined that no substantial comments were received that would require new mitigation measures or recirculation of the EIR; and WHEREAS, on April 17, 2018, the Planning Commission conducted a duly noticed public hearing in accordance with all applicable requirements of the Redwood City Municipal Code and Zoning Ordinance, to 1) receive public comments and 2) make recommendations to the City Council on the various project entitlements. NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: Section 1. The Commission, having independently heard, considered, and weighed all evidence in the record, finds that the above recitals are accurate and constitute findings in this matter and, together with the staff report and the application materials, including without limitation the Draft EIR, development plans, and all other documents, reports, studies, memoranda, maps, oral and written testimony, and materials in the City's file for the applications and the Project, and all adopted City planning documents relating to the Project and the property including the City's General Plan, Municipal Code, Zoning Ordinance, other applicable City laws and regulations, and all associated approved and certified environmental documents, have together served as an adequate and appropriate evidentiary basis for the findings and actions set forth in this Resolution. Section 2. The Planning Commission hereby finds the location, purpose, and extent of the disposition request is consistent with the Redwood City General Plan. Section 3. CEQA: The Commission finds, based on its independent judgement and analysis that: a) The Draft EIR, including all technical background reports and appendices, has adequately analyzed potential impacts of the 1548 Maple Street Project and provides sufficient information for purposes of providing a recommendation on the Project. The Commission further certifies that it has reviewed and considered the information in the Draft EIR; and b) Pursuant to CEQA Guidelines section 15091(e), the documents and other materials that constitute the record of proceedings upon which the Commission has based its determination are located in and may be obtained from the Office of the City Clerk at 1017 Middlefield Road Redwood City California.
