REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />May 7, 2018 <br /> <br />SUBJECT <br />Water Connection and Service – Proposed single family residence at 607 Handley Trail <br />(APN 057-113-110), in unincorporated San Mateo County, CA <br /> <br />RECOMMENDATION <br />Approve, by resolution, a request to the Local Agency Formation Commission (LAFCO) <br />for extension of water services outside jurisdictional boundaries to the proposed Parcel <br />2 at 607 Handley Trail (APN 057-113-110), in unincorporated San Mateo County, <br />pursuant to Government Code Section 56133, and find that the project is exempt from <br />the California Environmental Quality Act (CEQA) under CEQA Guidelines Section <br />15303 <br /> <br />BACKGROUND <br />The property located at 607 Handley Trail (APN 057-113-110) is developed with an <br />existing single family home on Parcel 1. The owner of the lot has applied to the County <br />of San Mateo for approval to subdivide the original lot creating two parcels: Parcel 1 and <br />Parcel 2. The owner has also applied to construct a new single-family home on the <br />proposed Parcel 2. The City is currently providing water service to the existing single- <br />family home in Parcel 1. As a condition of approval, the County requires the property <br />owner to secure a new water connection and service from the City of Redwood City for <br />the proposed residence. The City must receive LAFCO approval to provide water <br />service from the 6-inch water main that currently exists along the frontage 607 Handley <br />Trail. The parcel is located in the unincorporated part of San Mateo County, outside of <br />Redwood City’s jurisdictional boundaries, but is within the City’s sphere of influence and <br />water service area. <br /> <br />ANALYSIS <br />The extension of water service outside jurisdictional boundaries is not a frequent <br />occurrence. The occasional addition of a residential connection is not anticipated to <br />have any significant impact on the City’s total water allotment. <br />LAFCO requires the City Council’s authorization of requests made for new services. <br />Staff recommends that the City request LAFCO’s approval to extend water service <br />6.3.A. - Page 1
