Expanded Available Sites – Based on City Council feedback, staff will return to the <br />Planning Commission with the request to expand cannabis business uses to the <br />Conditional Office (CO) zoning district in May and then will return to the City Council for <br />final approval. <br /> <br />Outreach to Bayshore Road Residents – The City Council requested that staff <br />contact residents of the mobile home parks located along Bayshore Road. These <br />residents were invited to attend the Friendly Acres neighborhood meeting that took <br />place on Thursday night, April 19. In addition, an email explaining the proposed <br />regulations was sent to the property managers and residents who have provided their <br />contact information as part of other City projects. In addition, staff also spoke about the <br />proposed ordinance at the Redwood Village neighborhood meeting on Sunday April 15. <br />Additionally, several announcements of the proposed cannabis regulations have been <br />distributed to the community as a whole through the City’s communication channels. <br /> <br />Staff recently received a letter from the ownership and management of Harbor Village <br />Mobile Home located on East Bayshore Road. They raised concerns about criminal <br />activity, odor, and increased traffic associated with cannabis businesses. They <br />requested that the City: impose a 1000’ buffer from Harbor Village, require cannabis <br />businesses to implement security measures, and prohibit cultivation of mature plants at <br />nurseries. However, staff believes that the City’s proposed regulations – which require <br />a comprehensive security and odor management plan – will adequately address the <br />potential for increased criminal activity and odors associated with cannabis businesses. <br /> <br />If adopted, these ordinances will be effective 30 days from this action on June 6, 2018. <br /> <br />ALTERNATIVES <br />The City Council may consider the following alternatives: <br /> <br />1. Adopt the ordinances with changes. This will require an additional reading of the <br />ordinance to occur. <br />2. Do not adopt the ordinances <br /> <br />FISCAL IMPACT <br />Adoption of the proposed Ordinances will allow for the establishment of Cannabis <br />Businesses in the City of Redwood City and the implementation of the Cannabis <br />Business Permit and related fees. General Fund revenues are estimated to be <br />$175,000 annually if the ordinances are adopted. It is important to note that the <br />proposed fees represent the cost of services that are discretionary on the part of the <br />user. To the extent the City does not fully recover its costs for those services, General <br />Fund taxes will offset the activity. Tax subsidies for services will reduce General Fund <br />tax dollars available for City services benefitting the general public. <br />6.4.A. - Page 5
