Expanded Available Sites – Based on City Council feedback, staff will return to the
Planning Commission with the request to expand cannabis business uses to the
Conditional Office (CO) zoning district in May and then will return to the City Council for
final approval.

Outreach to Bayshore Road Residents – The City Council requested that staff
contact residents of the mobile home parks located along Bayshore Road. These
residents were invited to attend the Friendly Acres neighborhood meeting that took
place on Thursday night, April 19. In addition, an email explaining the proposed
regulations was sent to the property managers and residents who have provided their
contact information as part of other City projects. In addition, staff also spoke about the
proposed ordinance at the Redwood Village neighborhood meeting on Sunday April 15.
Additionally, several announcements of the proposed cannabis regulations have been
distributed to the community as a whole through the City’s communication channels.

Staff recently received a letter from the ownership and management of Harbor Village
Mobile Home located on East Bayshore Road. They raised concerns about criminal
activity, odor, and increased traffic associated with cannabis businesses. They
requested that the City: impose a 1000’ buffer from Harbor Village, require cannabis
businesses to implement security measures, and prohibit cultivation of mature plants at
nurseries. However, staff believes that the City’s proposed regulations – which require
a comprehensive security and odor management plan – will adequately address the
potential for increased criminal activity and odors associated with cannabis businesses.

If adopted, these ordinances will be effective 30 days from this action on June 6, 2018.

ALTERNATIVES
The City Council may consider the following alternatives:

1. Adopt the ordinances with changes. This will require an additional reading of the
ordinance to occur.
2. Do not adopt the ordinances

FISCAL IMPACT
Adoption of the proposed Ordinances will allow for the establishment of Cannabis
Businesses in the City of Redwood City and the implementation of the Cannabis
Business Permit and related fees. General Fund revenues are estimated to be
$175,000 annually if the ordinances are adopted. It is important to note that the
proposed fees represent the cost of services that are discretionary on the part of the
user. To the extent the City does not fully recover its costs for those services, General
Fund taxes will offset the activity. Tax subsidies for services will reduce General Fund
tax dollars available for City services benefitting the general public.
6.4.A. - Page 5
