The recitals set forth above are true and correct, and are hereby <br />incorporated herein by this reference as if fully set forth in their entirety. <br /> <br />Section 2. Division 7 of Article V of Chapter 32 of the Municipal Code of Redwood <br />City is hereby added to read as follows: <br /> <br />Division 7 – Regulation of Cannabis Businesses <br />Sec. 32.157. Purpose and Intent <br />It is the purpose and intent of this Division to provide for the health, safety, and welfare of <br />the residents of the City by establishing regulations governing commercial indoor <br />cannabis nurseries and the commercial sale of cannabis and cannabis products, whether <br />for medicinal or adult use, in the City of Redwood City. To meet these objectives, an <br />annual cannabis business permit is required in order to operate an indoor nursery or <br />delivery center in the City, and registration with the Police Department is required in order <br />for a cannabis retailer located outside the City to deliver to a customer located inside the <br />City. The provisions of this Division are in addition to any other permits, licenses, and <br />approvals which may be required to conduct business in the City, and are in addition to <br />any permits, licenses, and approval required under state, county, or other law. <br />Sec. 32.158 Definitions <br />For the purposes of this Division, the following words and phrases shall have the meaning <br />respectively ascribed thereto. <br />A. “Applicant” means the person applying for a cannabis business permit, including <br />an owner, managing partner, officer of a corporation, or any other management <br />member of the entity seeking the cannabis business permit. <br />B. “Cannabis” means any or all parts of the plant cannabis sativa linnaeus, cannabis <br />indica, or cannabis ruderalis, whether growing or not, the seeds thereof, the resin, <br />whether crude or purified, extracted from any part of the plant; and every <br />compound, manufacture, salt, derivative, mixture, or preparation of the plant, its <br />seeds or resin. “Cannabis” also means the separated resin, whether crude or <br />purified, obtained from cannabis. “Cannabis” does not include the mature stalks of <br />the plant, fiber produced from the stalks, oil or cake made from the seeds of the <br />plant, any other compound, manufacture, salt, derivative, mixture, or preparation <br />of the mature stalks (except the resin extracted therefrom), fiber, oil, or cake, or <br />the sterilized seed of the plant which is incapable of germination. “Cannabis” does <br />not include industrial hemp, as defined in Health and Safety Section 11018.5. <br />6.4.A. - Page 15
