REPORT
To the Honorable Mayor and City Council
From the City Manager

May 7, 2018

SUBJECT
Annual Service and Maintenance Agreement for Sun Ridge Systems, Inc., a Records
Integrated Management System, for the period of February 8, 2018 to February 7, 2019

RECOMMENDATION
By motion, approve and authorize the City Manager to execute the one-year Sun Ridge
Systems Software Support Services Agreement and authorize the City Manager to pay
an invoice totaling $76,618 from Sun Ridge Systems, Inc. for software upgrades and
annual maintenance services for the Redwood City Police Department’s Records
Integrated Management System from February 8, 2018 through February 7, 2019

BACKGROUND
On May 21, 2007, the City Council approved the purchase of a Records Integrated
Management System (RIMS) from Sun Ridge Systems, Inc. (“Sun Ridge”) for Police
Department use. The initial purchase and contractual agreement with Sun Ridge
included an annual agreement for the provision of software upgrades, maintenance and
service. Every year, the Police Department has purchased an annual RIMS service
agreement from Sun Ridge. On May 22, 2017, City Council authorized the City Manager
to pay the annual RIMS service and maintenance invoice for the period of February 8,
2017 to February 7, 2018 in the amount of $74,891. Likewise, Staff seeks City Council
approval for the 2018-2019 invoice totaling $76,618.

ANALYSIS
The Sun Ridge Records Integrated Management System has been in constant use by
Redwood City Police Department personnel since 2007 and is an integral component of
day to day operations. Sun Ridge software allows information to be entered once,
whether by an officer in the field writing a report, a clerk at the station or a dispatcher in
the Communications Center. The system's design decreases staff workload while
increasing the availability and accuracy of information. The information retained by the
system is easily retrievable by any operator, the software has powerful crime analysis
tools that are available to all users, and it does not require specialized training or third
party applications.

Additionally, all police agencies within San Mateo County utilize Sun Ridge software.
This universal usage throughout the County provides for seamless information sharing
and connectivity, which would not otherwise be possible with disparate computer aided
6.1.B. - Page 1
