<br />ATTY/RESO.0035/CC RESO CERTIFYING FINAL EIR – 1548 MAPLE <br />REV: 04-30-18 PR <br />Page 17 of 49 <br />Finding: Implementation of Mitigation Measure HAZ-1 would reduce the project- <br />related impact to accidental release of hazardous materials and/or the disturbance and reuse <br />of soil potentially impacted with hazardous materials to a less-than-significant level. <br />Facts in Support of Finding: This mitigation measure appropriately identifies the <br />process for preparation of a Response Plan, the requirements for the activities that shall be <br />included, and the requirement that the Response Plan be reviewed and approved by the <br />Regional Water Board. <br /> <br />Impact HAZ -2: Construction of the proposed project and the project variant could <br />result in accidental releases of hazardous building materials that could result in impacts to <br />construction workers, the public, and/or the environment. <br />Mitigation HAZ-2: Prior to demolition activities, a Hazardous Building Materials <br />Survey (HBMS) shall be performed by an appropriately certified environmental professional <br />which shall identify whether ACMs, PCBs, LBP, or other hazardous materials are present in <br />the existing structures on the project site. Specification for the abatement and disposal of <br />identified hazardous materials in accordance with applicable regulations shall be prepared by <br />an appropriately certified environmental professional. The HBMS and abatement <br />specifications shall be submitted to and approved by the City prior to the start of abatement <br />activities. Abatement activities shall be performed by appropriately certified personnel in <br />accordance with all applicable laws and regulations and documented in a Closeout Report <br />prepared by an environmental professional who shall oversee the abatement activities. The <br />Closeout Report shall be submitted to the City for review and approval prior to the issuance <br />of a demolition permit. <br />Finding: Implementation of Mitigation Measure HAZ-2 would reduce the project- <br />related impact related to the accidental release of hazardous building materials to a less-than- <br />significant level. <br />Facts in Support of Finding: This mitigation measure appropriately identifies the <br />requirement of a HBMS, which would include measures for the abatement and disposal of <br />identified hazardous materials and would be required to be reviewed and approved by the <br />City. <br />Impact HAZ-3: Construction of the proposed project and the project variant could <br />result in potential health risks associated with exposure to VOCs. <br />Mitigation HAZ-3: The project applicant shall include the following in the Regional <br />Water Board approved Response Plan to ensure that potential health risks associated with <br />exposure to VOCs are below established thresholds: <br />Following excavation of impacted soil and backfilling of excavations, soil gas <br />confirmation samples will be collected from: 1) previous sample locations with VOC <br />concentrations greater than appropriate risk thresholds; and 2) the former engine repair <br />facility. An appropriate amount of time (to be indicated in the Response Plan) shall be allowed <br />for soil gas conditions to equilibrate in newly placed fill material prior to the collection of soil <br />gas confirmation samples in areas where fill has been placed. Following excavation and soil <br />vapor confirmation sampling, the potential health risks associated with vapor intrusion shall <br />be recalculated using previous and confirmation soil gas sample results to determine if and <br />where vapor mitigation systems (VMS) would be required per the Response Plan. <br />7.A. - Page 54
