ATTY/RESO.0035/CC RESO CERTIFYING FINAL EIR – 1548 MAPLE REV: 04-30-18 PR Page 22 of 49 FINDINGS REGARDING ALTERNATIVES Summary of Discussion of Alternatives in the Final EIR The FEIR evaluates a number of potential alternatives to the proposed project. The FEIR examines the environmental impacts of each alternative in comparison with the proposed project and the relative ability of each alternative to satisfy project objectives. The FEIR also describes the criteria used to identify a range of reasonable alternatives for review in the EIR and describes proposals that the City concluded did not merit additional more detail-oriented review because they did not present viable alternatives to the proposed project. The City Council’s Findings Relating to Alternatives In making these findings, the City Council certifies that it has independently reviewed and considered the information on alternatives provided in the FEIR including the information provided in comments on the DEIR and the responses to those comments in the FEIR. The FEIR discussion and analysis of the alternatives in the FEIR is incorporated in these findings by reference. The FEIR describes and evaluates two alternatives to the proposed project. The City Council finds that the Reduced Development alternative would generally satisfy the project objectives, but not to the same degree as the proposed project given that the number of residential units would be reduced, and would result in a lower contribution of affordable housing fees to the City. The City Council finds that the No Project alternative would be unable to satisfy the project objectives. The City Council further finds that none of the alternatives have environmental advantages over the proposed project in light of each such alternative’s inability to satisfy the project objectives to the same degree as the proposed project. Accordingly, the City Council has determined to approve the proposed project instead of approving one of the alternatives. In making this determination the City Council finds that when compared to the other alternatives described and evaluated in the FEIR, the proposed project as mitigated provides a reasonable balance between fully satisfying the project objectives and reducing potential environmental impacts to an acceptable level. The City Council further finds and determines that the proposed project should be approved rather than one of the alternatives for the reasons set forth below. Description of Project Objectives The Applicant’s project objectives are to: • Develop a townhome community on the waterfront that will appeal to prospective homeowners in the housing constrained and jobs rich San Francisco Peninsula; • Create a community on a site that offers both proximity to the water in addition to accessibility to the strongest job markets in the nation in Silicon Valley and San Francisco; • Increase the affordable housing supply by contributing fees in compliance with the City’s Affordable Housing Ordinance; 7.A. - Page 59
