<br />ATTY/RESO.0035/CC RESO CERTIFYING FINAL EIR – 1548 MAPLE <br />REV: 04-30-18 PR <br />Page 22 of 49 <br />FINDINGS REGARDING ALTERNATIVES <br /> <br />Summary of Discussion of Alternatives in the Final EIR <br /> <br />The FEIR evaluates a number of potential alternatives to the proposed project. The FEIR <br />examines the environmental impacts of each alternative in comparison with the proposed <br />project and the relative ability of each alternative to satisfy project objectives. <br /> <br />The FEIR also describes the criteria used to identify a range of reasonable alternatives for <br />review in the EIR and describes proposals that the City concluded did not merit additional <br />more detail-oriented review because they did not present viable alternatives to the proposed <br />project. <br /> <br />The City Council’s Findings Relating to Alternatives <br />In making these findings, the City Council certifies that it has independently reviewed and <br />considered the information on alternatives provided in the FEIR including the information <br />provided in comments on the DEIR and the responses to those comments in the FEIR. The <br />FEIR discussion and analysis of the alternatives in the FEIR is incorporated in these findings <br />by reference. <br /> <br />The FEIR describes and evaluates two alternatives to the proposed project. The City Council <br />finds that the Reduced Development alternative would generally satisfy the project objectives, <br />but not to the same degree as the proposed project given that the number of residential units <br />would be reduced, and would result in a lower contribution of affordable housing fees to the <br />City. The City Council finds that the No Project alternative would be unable to satisfy the <br />project objectives. The City Council further finds that none of the alternatives have <br />environmental advantages over the proposed project in light of each such alternative’s inability <br />to satisfy the project objectives to the same degree as the proposed project. Accordingly, the <br />City Council has determined to approve the proposed project instead of approving one of the <br />alternatives. <br /> <br />In making this determination the City Council finds that when compared to the other <br />alternatives described and evaluated in the FEIR, the proposed project as mitigated provides <br />a reasonable balance between fully satisfying the project objectives and reducing potential <br />environmental impacts to an acceptable level. The City Council further finds and determines <br />that the proposed project should be approved rather than one of the alternatives for the <br />reasons set forth below. <br /> <br />Description of Project Objectives <br />The Applicant’s project objectives are to: <br /> <br />• Develop a townhome community on the waterfront that will appeal to prospective <br />homeowners in the housing constrained and jobs rich San Francisco Peninsula; <br />• Create a community on a site that offers both proximity to the water in addition to <br />accessibility to the strongest job markets in the nation in Silicon Valley and San Francisco; <br />• Increase the affordable housing supply by contributing fees in compliance with the City’s <br />Affordable Housing Ordinance; <br />7.A. - Page 59
