REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />May 7, 2018 <br /> <br />SUBJECT <br />Housing and Human Concerns Committee Fiscal Year 2018-2019 Funding <br />Recommendations for Redwood City Human Services Financial Assistance (HSFA) and <br />funding recommendation for LifeMoves Redwood Family House <br /> <br />RECOMMENDATION <br />By motion, approve Funding Recommendations for the HSFA Program and Funding <br />Recommendation for LifeMoves Redwood Family House for FY 2018-2019 as <br />delineated in Attachment 1 <br /> <br />BACKGROUND <br />The City Council established the Human Services Financial Assistance (HSFA) <br />Program over 35 years ago to fund a broad range of human services provided by non- <br />profit community partners to Redwood City residents. HSFA funds are currently focused <br />on supporting basic human needs, consistent with the City’s Strategic Initiative for <br />Community Building and Communication, which includes the goal of “providing access <br />to a variety of supportive services to assist those in need.” <br /> <br />In addition, at the City Council meeting on June 27, 2011, the City Council approved <br />continuing support for the LifeMoves Redwood Family House in Redwood City for <br />$34,800 each year. This funding amount is in addition to funding available for HSFA <br />each fiscal year. <br /> <br />A Notice of Funding Availability (NOFA) and Request for Proposals (RFP) was issued in <br />December 2017. Staff offered a technical assistance workshop in conjunction with the <br />countywide CDBG/Home Funding technical assistance workshop on January 10, 2018. <br />Agencies submitted their final proposals by January 26, 2018. On February 15, <br />agencies appeared before the HHCC to make brief presentations and answer questions <br />about their proposals. <br /> <br />LifeMoves was asked to submit an application under the HSFA Funding Process as a <br />way to track and monitor the Redwood Family House project. <br /> <br />6.1.C. - Page 1
