REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />May 7, 2018 <br />SUBJECT <br />Second Amended and Restated Agreement Between the Cities of Redwood City and San <br />Carlos for Fire and Emergency Services <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the Second Amended and <br />Restated Agreement between the Cities of Redwood City and San Carlos for Fire and <br />Emergency Services for the period of July 1, 2018 through June 30, 2023 <br /> <br />BACKGROUND <br />On June 24, 2013, the City Council approved a five-year Fire and Emergency Services <br />Agreement with the City of San Carlos to provide services to San Carlos. Under this agreement, <br />the City of Redwood City provides fire suppression, incident command, fire administration and <br />support, emergency medical Advanced Life Support (ALS) non-transport response, vehicle and <br />technical rescue, training and personnel development, emergency management, assistance <br />with code enforcement, plan review, inspections, fire scene investigations and public education <br />services. The contract commenced on July 1, 2013 and expires on June 30, 2018. <br /> <br />The proposed Second Amended and Restated Agreement is for the period of July 1, 2018 <br />through June 30, 2023. <br /> <br />ANALYSIS <br />Over the past year, Redwood City and San Carlos staff have discussed extending the service <br />agreement. San Carlos has been satisfied with the services received, and the contractual <br />arrangement has allowed administrative costs to be shared between the two agencies, a more <br />cost-effective approach compared to each agency having a stand-alone fire department. <br /> <br />The Second Amended and Restated Agreement has been included as Attachment 1. The <br />following are the key proposed changes to the agreement based on the negotiation discussions <br />between Redwood City and San Carlos staff: <br /> <br />Worker’s Compensation <br /> <br />The calculation of the worker’s compensation that San Carlos is responsible for has changed <br />due to a reduction in the number of staff. The proposed contract now states that the total <br />amount of self-incurred worker’s compensation will be paid based on the number of positions <br />6.1.D. - Page 1
