<br />Fire Prevention, Code Enforcement and Investigation Services <br /> <br />The Redwood City Fire Marshal will provide fire prevention oversight and management. The fire <br />prevention workload includes plan checking, permit management, fire code enforcement, public <br />education, and fire investigation services. San Carlos shall be responsible for 58.5% and <br />Redwood City shall be responsible for 41.5% of the costs for any third party plan checking <br />services that may be necessary. <br /> <br />Anticipated Cost for First Year of New Agreement <br />The chart below shows the annual contract costs for San Carlos over the past five years and the <br />proposed costs for the first year of the renewed contract if approved. This is <br />mainly due to the true-up costs that are incurred during the previous year and increases in <br />personnel costs from employee step increases, negotiated salary and benefit adjustments with <br />Redwood City fire unions and phasing in of the unfunded liability rates. <br /> <br /> <br />ALTERNATIVES <br />The City Council may choose not to authorize the City Manager to sign the Second Amended <br />and Restated Agreement between the Cities of Redwood City and San Carlos for Fire and <br />Emergency Services for the Period of July 1, 2018 through June 30, 2023 and provide staff with <br />alternate direction. <br /> <br /> <br />FISCAL IMPACT <br />The proposed contract costs have been incorporated into the Proposed FY 2018-19 Operating <br />Budget that will be presented to Council for adoption in June 2018. <br />6.1.D. - Page 3
