Fire Prevention, Code Enforcement and Investigation Services

The Redwood City Fire Marshal will provide fire prevention oversight and management. The fire
prevention workload includes plan checking, permit management, fire code enforcement, public
education, and fire investigation services. San Carlos shall be responsible for 58.5% and
Redwood City shall be responsible for 41.5% of the costs for any third party plan checking
services that may be necessary.

Anticipated Cost for First Year of New Agreement
The chart below shows the annual contract costs for San Carlos over the past five years and the
proposed costs for the first year of the renewed contract if approved. The cost for future years
will depend on negotiated salary and benefit increases and the portion of unfunded pension
liability paid by San Carlos in future years.

FY 2013-14 FY 2014-15 FY 2015-16 FY 2016-17 FY 2017-18
Proposed
FY 2018-19
Total before true-up 5,570,024 5,822,411 6,319,005 6,639,230 6,966,771 7,467,009
True-up costs (credit)* (392,270) 119,232 102,660 (58,172) TBD TBD
Total Contract 5,177,754 5,941,643 6,412,665 6,581,058 6,966,771 7,467,009
% increase per year 14.8% 7.9% 2.6% 5.9% 7.2%

*Note true-up costs are paid in the following contract year

As per Section 2(c) of the contract, increases and decreases in the actual costs incurred during
the previous year will be reconciled and applied to the quarterly payment due to Redwood City.
The table above shows that total contract percentage increases vary from year to year. This is
mainly due to the true-up costs that are incurred during the previous year and increases in
personnel costs from employee step increases, negotiated salary and benefit adjustments with
Redwood City fire unions and phasing in of the unfunded liability rates.

ALTERNATIVES
The City Council may choose not to authorize the City Manager to sign the Second Amended
and Restated Agreement between the Cities of Redwood City and San Carlos for Fire and
Emergency Services for the Period of July 1, 2018 through June 30, 2023 and provide staff with
alternate direction.

FISCAL IMPACT
The proposed contract costs have been incorporated into the Proposed FY 2018-19 Operating
Budget that will be presented to Council for adoption in June 2018.
6.1.D. - Page 3
