. .
! . .

To#he Honorable Mayor and City Council
. From the City Manager
December 19, 2005
Subject
Job description and salary range for the new Redevelopment Project Manager
classification.
Recommendation
It is recommended that Council approve the job specifications and salary range for the new
Redevelopment Project Manager classification.
Background
In late 2003, two employees were hired on two-year contracts to work on issues and
projects relating to the downtown and the implementation of the Downtown Plan, and
economic development and the implementation of the Economic Development Strategy.
At the time, it was believed that the duration of the duties and responsibilities of these finro
contract employees would be for two years. Since then, it has been determined that the
scope of work relating to the downtown and economic development is of a more
permanent nature. Staff, in consultation with Human Resources, reviewed existing job
descriptions to detrmine if there were any current classifications that could be utilized for
the purpose of performing the aforementioned duties and responsibilities. Staff determined
that there were no current classifications that sufficiently matched the work to be
performed. Therefore, it was determined that the creation of this new classification was in
order.
Much follow up work and continued diligence will be needed after the completion of the
retail/cinema project, Courthouse Square, streetscape and other public projects to protect
the investment the City will have made in the Downtown. This new classification will be
dedicated to this work and is critical to help insure the long-term success of the Downtown
revitalization efforts.
Alternative
The alternative would be to not create this new classification and to continue to have
contract employees perform the work relating to downtown and economic development.
Fiscal Impact
These are redevelopment funded positions. The salary and benefits for this proposed
classification are consistent with the safaries currently being paid to the two contract
employees, and as such are already budgeted for FY 2005-06 in the Redevelopment
Operating Budget. Salary and benefits for this new classification will have to be included in
future Redevelopment budgets in lieu of the contract positions.
