,b� -' � <br /> REP�R <br /> T <br /> To the Honorable Mayor and City Council <br /> ` From the City Manager <br /> December 19, 2005 <br /> Subject <br /> Redwood City Urban Water Management Plan <br /> Recommendation <br /> By resolution, adopt the City of Redwood City Urban Water Management Plan 2005, <br /> (UWMP) incorporating all changes described in the attached "Recommended Changes to <br /> Draft UWMP", and direct staff to compile and submit the final UWMP document to the <br /> State of California Department of Water Resources within 30 days <br /> Background <br /> The California Urban Water Management Act requires all urban water suppliers, i.e., those <br /> that serve more than 3,000 customers or provide more than 3,000 acre-feet annually, to <br /> prepare an Urban Water Management Plan (UWMP) every five years. The 2005 Urban <br /> Water Management Plans are to be adopted by December 31, 2005 and submitted to the <br /> California Department of Water Resources (DWR) by January 30, 2006. <br /> Before adopting the UWMP, the City must hold a public hearing. Notice of the hearing <br /> must be published twice in a newspaper of general circulation, and the notice must appear <br /> once a week for two successive weeks. The UWMP must also be available for public <br /> review at the same time that the first notice is published. Notice of the Council's December <br /> 19th hearing was published on December 2nd and December 9th. The Draft 2005 UWMP <br /> was made available for public review on November 19, 2005. <br /> Redwood City developed its first UWMP in 1985 in compliance with the legislative <br /> requirement, and updated it in 1992, 1995, and 2001. In 2002, the UWMP was <br /> substantially updated to incorporate new water use projections described in the Redwood <br /> City Water Use Forecast 2000-2020. The 2002 Update also conformed the UWMP to the <br /> City's then-pending General Plan Housing Element and other major planning activities. In <br /> 2003, the UWMP was updated again to reflect the City Council's policy decisions on the <br /> City's Recycled Water Project, and to frame the Council's "active" conservation program. <br /> Subsequent to approval of the 2003 Update, the City Council authorized increases in the <br /> Water Enterprise Fund budget and rate adjustments necessary to implement the <br /> conservation activities described in the new UWMP. <br /> The City currently receives 100% of its potable water supply from the Hetch Hetchy <br /> regionat water system operated for the City and County of San Francisco by the San <br /> Francisco Public Utilities Commission (SFPUC). Therefore, coordination with the SFPUC's <br /> water supply planning efforts and Water System Improvement Program (WSIP) has been <br /> an integral part of the Redwood City 2005 UWMP update process. Redwood City and the <br /> SFPUC have refined their water demand and supply projections through correspondence <br /> in 2004 and 2005.
