Findina: Implementation of Mitigation Measure HAZ-2 would reduce the <br />project -related impact related to the accidental release of hazardous building materials to a <br />less -than -significant level. <br />Facts in Suagort of Findina: This mitigation measure appropriately identifies the <br />requirement of a HBMS, which would include measures for the abatement and disposal of <br />identified hazardous materials and would be required to be reviewed and approved by the <br />City. <br />ImuactHAZ-3: Construction of the proposed project and the project variant could <br />result in potential health risks associated with exposure to VOCs. <br />Mitigation HAZ-3: The project applicant shall include the following in the Regional <br />Water Board approved Response Plan to ensure that potential health risks associated with <br />exposure to VOCs are below established thresholds: <br />Following excavation of impacted soil and backfilling of excavations, soil gas <br />confirmation samples will be collected from: 1) previous sample locations with VOC <br />concentrations greater than appropriate risk thresholds; and 2) the former engine repair <br />facility. An appropriate amount of time (to be indicated in the Response Plan) shall be <br />allowed for soil gas conditions to equilibrate in newly placed fill material prior to the <br />collection of soil gas confirmation samples in areas where fill has been placed. Following <br />excavation and soil vapor confirmation sampling, the potential health risks associated with <br />vapor intrusion shall be recalculated using previous and confirmation soil gas sample results <br />to determine if and where vapor mitigation systems (VMS) would be required per the <br />Response Plan. <br />The project applicant shall provide written approval from the Regional Water Board <br />of the successful implementation of the Response Plan and proposed residential land use to <br />the City prior to issuance of a certificate of occupancy. <br />Finding: Implementation of Mitigation Measure HAZ-3 would reduce the project - <br />related impact to health risks associated with exposure to VOCs to a less -than -significant <br />level. <br />Facts in Support of Findina: This mitigation measure appropriately identifies <br />necessary inclusions in the Response Plan to ensure potential health risks associated with <br />exposure to VOCs are below established thresholds, and requires approval from the <br />Regional Water Board for the successful implementation of the Response Plan. <br />HYDROLOGY AND WATER QUALITY <br />Impact HYD -1: If construction of the proposed project or the project variant results in <br />the reuse of existing contaminated soil or contaminated imported fill materials for use as <br />engineered fill or for surcharging, impacts to water quality could occur. <br />Mitigation HYD -1: Implement Mitigation Measure HAZA <br />Findina: Implementation of Mitigation Measure HAZ-1 would reduce the project - <br />related impacts to water quality to a less -than -significant level. <br />Facts in SuDDort of Findina: Mitigation Measure HAZ-1 appropriately identifies the <br />process for preparation of a Response Plan, the requirements for the activities that shall be <br />ATTY/RESO.0035/CC RESO CERTIFYING FINAL EIR— 1548 MAPLE RESO.
