hereinafter prescribed for use at said election. The <br />District is uninhabited and has no registered electors <br />residing within its boundaries. The "voters" entitled <br />to vote at said bond election shall therefore be "owners" <br />as said terms are defined in Sections 222, 216 and 706 <br />of the Ordinance. <br />3. The general object and purpose of each of the <br />five projects for which it is proposed to incur a bonded <br />indebtedness is as set forth in the bond measure des- <br />cribing such project set forth in Section 6 hereof. <br />4. The whole of the District will be benefited <br />by incurring the bonded indebtedness for each such project <br />in the amount and for the object and purpose set forth <br />in the bond measure describing such project set forth <br />in Section 6 hereof. <br />5. The tax base for the bonds for the project des- <br />cribed in Measure (A) (Reclamation and Drainage Project), <br />hereinafter set forth, shall be land only, and the term <br />"land" shall mean real property in the District exclusive <br />of improvements or personal property, as provided in <br />Section 214 of the Ordinance. The tax base for the bonds <br />for each of the projects described in Measure (S) (Streets <br />and Highways Project), Measure (C) (Sewerage Project), <br />Measure (D) (Water Project) and Measure (E) (Parks and <br />Recreation Project) shall be real property, and the term <br />"real property" shall mean land and improvements in the <br />District (exclusive of personal property), as provided <br />in Section 220 of the Ordinance. <br />6.
