proceedings have been initiated by it, on its own motion without <br />requiring a petition, to annex to said City all that territory <br />hereinafter designated and described. <br />2. Said Council does hereby declare that its reasons for <br />desiring said annexation are as follows: To contribute to and <br />facilitate the orderly growth and development of both the City <br />and the territory proposed to be annexed; to encourage, assist, <br />and facilitate proper design, layout, construction and control <br />of streets, sewers, and other public improvements, in both City <br />and said territory; to provide for proper control of land use in <br />both areas in conformity with over-all zoning plans of the City; <br />and to provide other municipal services to said territory for <br />the mutual benefit of the City and said territory. <br />3. The territory proposed to be annexed to the City of <br />Redwood City and hereinafter described is hereby designated <br />"Hillcrest Annexation No. 1." <br />4. Said Council hereby finds the written consent of all the <br />owners of the hereinafter described property proposed to be an- <br />nexed have filed their written consent to such annexation, and <br />does hereby declare that proceedings shall be conducted in ac- <br />cordance with Section 35310.1 of the Government Code. <br />5. May 4, 1964, at the hour of 8:00 o'clock p.m., in <br />the Board of Supervisors' Chambers, Hall of Justice and Records, <br />Redwood City, San Mateo County, California, is hereby fixed as <br />the time and place when and where any person owning real property <br />within the City who does not also own property in the territory <br />hereinafter described and proposed to be annexed to the City of <br />Redwood City, may appear before said Council and show cause why <br />such territory should not be annexed to said City.
