Associates, Inc. for the preparation of an Environmental Impact Report (EIR) in
accordance with the California Environmental Quality Act (CEQA) Guidelines for the
Project.

The City prepared a Notice of Preparation (NOP) informing the public that an
Environmental Impact Report would be prepared for the Project and requesting
comment on the scope of environmental analysis. The 30-day request for comment
period began on November 11, 2016 and remained open until December 16, 2016. The
EIR scoping meeting, an opportunity for the public to provide oral comments, took place
at the December 6, 2016 Planning Commission meeting.

On November 14, 2017, the City Council approved the Professional Design Agreement
with ELS Architecture and Urban Design to develop the master plan for the project by
conducting public engagement workshops, presenting conceptual designs, and
completing a schematic design. The same Professional Design Agreement provides the
option for Redwood City to further engage ELS Architecture and Urban Design for
Design Development, Construction Documents, Bid and Construction Administration
Phases. These options for additional professional design services exist under the same
contract for the YMCA, should the YMCA choose to act on them.

ANALYSIS
The idea of a joint-use facility in which both parties share financial and operational
obligations is an innovative and an adaptive response to the financial challenges that
are upon both organizations. A partnership would minimize the ongoing operating costs
to Redwood City; provide affordable access to local residents; effectively leverage the
strengths of the City and the YMCA to reach the best outcome; and involve community
partner organizations.

Our collective vision includes a new vibrant and inviting Veterans Memorial
Building/Senior Center and a new family YMCA facility. The advantages of partnering
on such a project would be:

· New, high quality senior center and senior programs
· Expanded opportunities for the public to be engaged in healthy living and
activities
· A place for recreation, health and learning
· Strengthen the community as a desirable place to live, work, play, and visit,
thereby contributing to the ongoing economic vitality of Redwood City
8.A. - Page 3
