Please provide a copy of this letter and the <br />attached report to each member of the City Council in advance of tonight's meeting. <br />We are confident that our expert's analysis allows Better Neighborhood's to make a fair argument <br />that there is a reasonable probability of many potentially significant environmental impacts from the <br />Project, including: <br />• The Project could expose people or structures to the risk of loss, injury or death involving <br />seismic -related ground failure, including liquefaction; <br />• The Project could result in lateral spreading, subsidence, liquefaction or collapse because the <br />site is located on geologically unstable soil that could become even more unstable as a result <br />of the Project. <br />• There may be a significant negative impact from groundwater during construction from the <br />proposed below -grade improvements, as well as from the dewatering required during <br />construction. <br />• The developer cannot possibly determine how to construct an adequate and safe foundation <br />without studying and quantifying the strongly interconnected groundwater systems and their <br />interrelatedness with surface waterways, and studying their nature, elevation (including <br />
